In the construction industry, the industrial union (IG) BAU suspects there are more black sheep among employers.
She calls for a “higher control pressure” in the Miesbach district as well.
County – Illegal employment, welfare fraud and violations of applicable minimum wages should be more in focus.
IG Bau calls for this in a press release.
The main customs office in Rosenheim is responsible for the controls.
In the first half of last year, this carried out 482 checks – 150 of them at construction companies.
56,000 euros: fines imposed
As a result, 147 procedures were initiated and fines of 56,000 euros imposed, 4,100 of them against construction companies. Dark figure unknown. In order to increase the control pressure, however, new appointments are needed in the financial control clandestine work (FKS) of the main customs office, according to IG Bau. This step is indispensable, especially in times of a pandemic. For example, the occupational safety authority is now also responsible for monitoring the home office regulation – despite understaffing. As a result, grievances such as undeclared work often went unpunished.
Robert Woerner, head of the main customs office in Rosenheim, underlines the need for controls: "Clandestine work is and will remain a crime with serious damage to our social system, on which many people are heavily dependent, especially in these times." In the past 20 years alone, the customs office has had one A total of around 158 million euros in damage was uncovered.
Construction manager from Miesbach advocates controls
Hans Epp, managing director of the construction company Nürnberger + Epp from Miesbach, is also in favor of the controls: "The black sheep should find them," he says. After all, his competition would otherwise have an unfair advantage. His company was last checked in the autumn of last year. The personal details of the employees were recorded, working hours compared, and then the inspectors were gone again. "We are checked a maximum of three times a year," says Epp.
That's not enough for IG Bau district chairman Harald Wulf.
"We need a 'register of sins' for undeclared work," he demands.
Anyone whose business model is based on “illegal employment and cheating on wages” should be excluded from public contracts.
In addition, the IG Bau demands a uniform state labor inspection that controls everything - from the payment of wages to occupational safety and health and working hours.
And gain even more powers.
Because while companies are sanctioned for violations, construction workers, for example, would have to take care of the wages they were denied themselves.
