The defendant advocated, carried out or participated in a plan to gain majority control in the Legislative Council, and refused to pass any budget or public expenditure proposed by the Hong Kong Government, regardless of the content or the pros and cons of the content, forcing the Chief Executive to dissolve the Legislative Council This paralyzed government operations and eventually led to the resignation of the chief executive.

In order to achieve the plan, the defendant ran for election or did not participate in the election of the Legislative Council, or incited, provoked, caused, or induced others to run for election or not to run for the election, and promised that after being elected, he would intentionally or intentionally fail to perform his duties as a member of the Legislative Council, namely Support the Basic Law and allegiance to the SAR.

The 47 defendants are Dai Yaoting, Au Nuoxuan, Zhao Jiaxian, Zhong Jinlin, Wu Zhengheng, Yuan Jiawei, Liang Huangwei, Zheng Dahong, Xu Zijian, Yang Xueying, Peng Zhuoqi, Cen Zijie, Mao Mengjing, He Qiming, Feng Dajun, Liu Weicong, Huang Biyun, Liu Zefeng, Huang Zhifeng, Tan Wenhao , Li Jiada, Tan Dezhi, Hu Zhiwei, Shi Delai, Zhu Kaidi, Zhang Kesen, Huang Ziyue, Wu Jianwei, Yin Zhaojian, Guo Jiaqi, Wu Miner, Tan Kaibang, He Guilan, Liu Yingkuang, Yang Yueqiao, Chen Zhiquan, Zou Jiacheng, Lin Zhuoting, Fan Guowei, Lu Zhiheng, Liang Guoxiong, Lin Jingnan , Ke Yaolin, Cen Aohui, Wang Baiyu, Li Yuxin and Yu Huiming.

So far, 14 defendants in this case can be released on bail, including Zheng Dahong, Yang Xueying, Liu Weicong, Lu Zhiheng, Lin Jingnan, Peng Zhuoqi, He Qiming, Huang Biyun, Shi Delai, Ke Yaolin, Li Yuxin, Chen Zhiquan, Yu Huiming and Huang Ziyue.

The hearing is now being handled by the designated judge under the National Security Law and Acting Chief Magistrate Luo Quan.
