The transitional legislative body in Guinea, which must decide on the date of the return of civilians to power, held its first meeting this Saturday in Conakry, five months after the coup, taking a step in meeting the demands of the West African States.

This meeting of the National Transitional Council (CNT) was held after the decision, Thursday in Accra, of the Economic Community of West African States (ECOWAS), to maintain its sanctions against Guinea, where soldiers have ousted on September 5 President Alpha Condé, in power for ten years.

The regional organization insists on respecting the six-month deadline it imposed on the putschists in September for the holding of elections in Guinea and urges the authorities in Conakry to quickly submit an appropriate timetable.

It suspended Guinea from its decision-making bodies and imposed individual sanctions on members of the junta.

The CNT meeting marked the entry into office of its 81 members, all present at the inaugural session, noted AFP journalists.

The session, which lasted a few hours, was opened at the People's Palace, the seat of the National Assembly in Conakry, by the president of the CNT Dansa Kourouma, in the presence of the transitional prime minister Mohamed Béavogui, appointed head of government on 6 October by the junta led by Colonel Mamady Doumbouya.

New Inviolable Constitution

The radical change in the mechanisms that bring elites to power and allow them to stay there almost indefinitely (is a problem that) must be definitively solved

,” Dansa Kourouma said in his speech.

He called for "

writing a Constitution that will not be easily modified

", in allusion to President Condé (2010-2020).

Alpha Condé had a new Constitution adopted by referendum in March 2020 and then invoked this change to run for and win a third term, despite months of bloody repressed protest.

His re-election in October 2020, vigorously contested by the opposition, had been preceded and followed by dozens of arrests.

The CNT will take care "

to find the best articulations that are worthwhile for the new Constitution, so that it now rests on its inviolability by minds prey to the temptation of bad governance and its excesses which have caused so much harm to our country

,” added Dansa Kourouma, former president of the council bringing together civil society organizations in Guinea.

This West African country has been governed since its independence in 1958 by mostly dictatorial regimes. “

Our path will be strewn with obstacles of all kinds that we are called upon to overcome from today, until the installation of the future National Assembly, following credible and transparent elections which will be organized to end the transition

,” he continued.

He was speaking in the presence of the president of the CNT of Mali, Colonel Malick Diaw, whose country is also under ECOWAS sanctions after two putschs in August 2020 then May 2021, and the president of the National Assembly of Sierra Leone. Abass Chernor Bundu.

With the ongoing political transitions in Mali and Guinea, our two countries are at a crossroads.

The ultimate goal of any transition is to move towards political normalization

,” Colonel Diaw said.

The challenge, elections

The United States Ambassador to Conakry Troy Fitrell "

congratulated

" Guinea for the installation of the CNT, in a tweet.

The work begins today to restore democracy to the people of Guinea.

The challenge is to do it in 2022

” through elections, he encouraged.

According to the decree of February 2, which convened its members for this first session, the Guinean CNT plays "

the role of the National Assembly during (the) transition period

" and will have to "

develop a new Constitution and propose the date of the end of transition

.

The members of the CNT were chosen by Colonel Doumbouya from lists of names submitted by coalitions of political parties and civil society organizations.

Colonel Doumbouya was sworn in as transitional president on October 1, 2021. He pledged to return power to civilians after the elections, without mentioning a deadline so far.
