The youth welfare committee said yes, but the district committee conceded the vote: Caritas does not receive any money from the Dachau district for family assistance.

Dachau – The Caritas Association has applied for a subsidy of 5,000 euros for the year 2021 for the family care it offers in the district, as well as a further 10,000 euros for the current year.

After a heated debate, an amendment granting Caritas 5,000 euros passed the Youth Welfare Committee on Tuesday.

Just three days later, the district committee accepted the amendment – without much ado.

Caritas is now left out.

Family care supports families in which the mother or father is absent due to illness or other emergency situations.

This is primarily an offer that is usually financed by the health insurance companies.

"However, according to the Caritas Association, the service fees reimbursed by the health insurance companies do not cover costs, so that a permanent maintenance of the offer is not certain," according to the meeting presentation of the administration.

Subsidy for Caritas Dachau is voluntary

District administrator Stefan Löwl in particular was already campaigning in the youth welfare committee for a rejection of the application in view of the tight budget situation in the district in 2022: "If we had to pay for everything that is not sufficient, we would run out of money very quickly", like Loewl.

And further: “With all due respect, you have to contact the health insurance companies, who have to pay for it.

So we can't act as a guarantor.” To understand: the subsidy to Caritas is a voluntary service provided by the district.

The district administrator received support at the meeting from the deputy head of the youth welfare office, Ingolf Baumgartner. He let the committee members know that there were other organizations that would offer family support. A takeover "also based on the principle of equality does not appear to make sense". Löwl, on the other hand, cited the machine ring as a concrete example, which makes a “corresponding offer for farming families”. "The problem is that the health insurance companies don't seem to pay enough. The question is: Should the district compensate for what the health insurance companies don’t pay?”

A majority in the youth welfare committee said yes.

At least to a certain extent, according to several committee members such as Sylvia Neumeier (SPD) or Ludwig Gasteiger (Greens).

They consider Caritas' family care to be an important service.

There is less and less support for sick parents in the district, so Caritas should get money for it.

Gasteiger therefore had the amendment to the effect that the district should take over 5000 euros.

This motion was passed by 8 votes to 6.

The district committee of Dachau collects the decision on Caritas family assistance

Three days later, however, the turnaround.

The district committee that made the final decision conceded the amendment decision.

The 15-member committee decided with the votes of the CSU, FW, AfD and the district administrator (CSU) that Caritas should not receive any support.

Only the three district councils of the Greens and the two SPD members approved the vote of the youth welfare committee.

Emmi Westermeier (CSU) summarized again: Family care is a very important thing.

But the district is not responsible.

"We have other tasks," says Westermeier.
