Announcements still little followed by effects.
The head of state, sometimes accused of
"president of the rich"
, wanted to take his detractors on the wrong foot in the poorest of the big cities of France, by presenting in September 2021 the plan "Marseille en grand", synonymous with billions of dollars. euros of public investments, subsidies and guaranteed loans.
The project encompasses both urban renewal, schools, public transport and law enforcement.
But Emmanuel Macron had set a condition for this financial windfall: that the
"chicayas" cease
local communities, so that the plan can quickly see the light of day, and that the billions injected into the Marseille city have concrete benefits for the inhabitants, in particular those of the northern districts.
Five months later, the “Marseille en grand” plan is still declarative, and promises are slow to turn into action.
