In a world where instantaneity is prevailing, this rapid ministerial rotation shows serious political shortcomings of the Government that affect the minimum stability that any country must seek for its political and social governance.

Based on facts of public knowledge, the main reasons for the deterioration of the current Government and the consequent citizen disapproval can be scrutinized, highlighting some factors and events.

Let's see.

The party that nominated President Castillo, Peru Libre, proposed a political vision and a government plan based on Marxist ideology, as stated in its statutes.

However, in recent interviews, Castillo has denied being a Marxist.

His main proposal, reiterated several times in the campaign and already as Government, continues to be the call for a constituent assembly to draft a new Magna Carta.

For many, the Peruvian Constitution, as it exists today, has been the main regulatory framework that has allowed the country's economic growth in recent years.

The passage to the second round of the presidential election, with 18% of the national vote, sealed a first parliamentary minority very undernourished in votes and in certain knowledge.

This political fragility of origin has not allowed the head of state any important achievement in Congress.

On the contrary, making use of his constitutional powers, the president has vetoed several laws adopted by the Legislative Power and this, finally, has approved them by insistence with the legal number of votes according to the Constitution.

Since the first ministerial cabinet, some designated ministers and senior officials had serious accusations for alleged criminal acts, which all denied, or exhibited little knowledge and experience consistent with the assignments received.

This presidential failure is possibly due to the close circle in which Mr. Castillo has developed his life as a rural school teacher and teacher's union leader and, based on his statements, to a mistrust of traditional politics.

In the six months of his Government, the media recorded a significant number of scandals in the spheres of power that allow the competent authorities to initiate investigative processes.

Without pretending to establish a priority order, the claims focus on economic recovery, job creation, access to health, the return of students to the classroom and combating insecurity and corruption, before any another consideration.

In this context, the same script would be released for the fourth time, although we still do not know who will make up this cabinet.

The renewed questioning of the president's criteria for choosing his ministers is aggravated by Mr. Valer's own past.

Valer was accused of domestic violence, something he denies.

In this context, stability and political and social governance are constantly put to the test and there are several voices that previously supported the Government and today join in the criticism.

All this happens while the initiatives to vacate President Castillo from his position due to "moral incapacity" are being reloaded, which the president has described as "without support" and as an act of "absolute irresponsibility due to the consequences that these anti-democratic acts have for the population." ”.

It is a mechanism provided for in the Constitution and whose final destination would be its impeachment, a traumatic process in itself, even more so if it is impossible to venture the possible subsequent political and social outcome.
