In 2018, a report from the regional health agency already pointed out the shortcomings of an Orpea establishment.

During an unannounced inspection carried out in July and August 2018 in the Ehpad Orpea "Les bords de Seine" in Neuilly - establishment at the forefront of the book

Les Fossoyeurs

- the regional health agency (ARS) Île-de-France has noted a large number of

"malfunctions",

according to his report, which

Le Figaro

obtained.

About ten “deviations” are noted there by the inspectors who formulate 13

“comments”

This unscheduled check had been carried out following a series of reports on this establishment.

But it was in particular a report of abuse and lack of care for a resident, in 2018, which worried the ARS.

If the inspection did not make it possible to prove the existence of mistreatment, it noted that the state of health of the resident

"did not correspond to the admission criteria of the nursing home"

and that the establishment did not

had

“not the means (vocation) to take care of this type of pathology”

.

A serious mistake.

Other alarming facts, the mission reports having been informed of the fact that

“people who have fallen have sometimes remained on the ground for several hours (…) without any personnel coming to their aid”

.

The nursing home with more than 100 places,

"the staff does not often go to the rooms"

, notes the ARS.

The list of shortcomings is long: the

“adverse event”

report is not done in accordance with the rules.

The coordinating physician does not spend enough time in the establishment.

The "ratio" of nurses to residents is too low.

Social life assistants have to make toilets on their own, even though it is not within their competence.

The absence of regular transmissions by the healthcare team is detrimental to care…

However, the picture of the Ehpad drawn up in this report is more superficial than the description given in the book

Les Fossoyeurs

.

The inspectors consider that improvements are

“essential to the quality care of residents”

.

But no explanation is given on the

“significant staff turnover”

and the

“deficit in nursing staff”

which are detrimental to the good management of the establishment.

Hearings at the Assembly

This inspection is one of 16 carried out in 14 of the 57 nursing homes of the Orpea group in Île-de-France since 2011, according to figures given by Amélie Verdier, the director general of the Ile-de-France ARS, heard on Wednesday by the business committee. social services of the National Assembly.

None led the health authorities to issue injunctions, she said.

Unannounced checks, such as the one carried out in the Ehpad Orpea "Les bords de Seine" in 2018, represent

"between 20 and 25%"

of inspections, she assessed.

A percentage that the boss of the ARS of Île-de-France considers necessary to increase.

This type of checks is also considered essential by Victor Castanet, the author of the book

Les Fossoyeurs

, also auditioned on Wednesday.

"A control that is not unexpected is useless

," he decided.

And the journalist to scold the state.

If a double administrative and financial investigation targeting Orpea has been launched by the government, which has also requested a multiplication of controls, Victor Castanet believes that,

"for the moment, what is being done is not up to par"

.

In front of the deputies, he said that he had obtained in recent days testimonies from employees in post, who report that

"the group is taking measures before the checks take place"

.

According to him, it would be wiser to

"control the headquarters"

of the group, based in Puteaux (Hauts-de-Seine), rather than each establishment.

"Everything is played at the headquarters in Puteaux"

, he said, adding that he had, since the publication of his book two weeks ago, received

"no complaints"

from Orpea.
