Alon (pseudonym, full name in the system), a 16-year-old boy from Emek Hefer who was admitted to a treatment boarding school in Be'er Sheva, has not been studying for three months, due to a "lack of space" in Be'er Sheva's education system.

The boy's mother wrote an urgent letter to the welfare department of the Emek Hefer Regional Council, which sent him to a boarding school in the south.

"I beg that we at least have answers when the framework opens, so that my son and I will not live in the fog and have some horizon to cling to," she wrote.

However, the Sharon council is referring to the authorities in the south, while the municipality in Be'er Sheva claims that it has nowhere to place the boy.

Therefore, he has not studied since he was transferred to this boarding school in November.

"My son is an adopted child, who all his life feels that the earth is shaking under his feet and any such uncertainty completely undermines his confidence," says Walla!

The mother, a resident of one of the Hefer Valley moshavim, who insists that the two relevant authorities find him a place in the special education of the municipal education system.

According to the mother, the Be'er Sheva educational psychological service is in contact with the "Beiteinu" boarding school on the one hand and with the education system in the city on the other, but the bottom line is that there is no solution.

In the boarding school, the boy is in a frame-within-a-frame - a small frame of five boys aged 16.5-12 in which he is the adult, and it suits him very well.

"He has abnormal behaviors and has been previously diagnosed with a fetal alcohol syndrome profile," the mother describes. "He looks like a charming sweet boy, but with severe obsessions. "

She admits that she did not apply pressure earlier because she thought that they might move him elsewhere, but in the end she was convinced that the boarding school was the most suitable institution for him and in general that any transition could exacerbate his shaky mental stability as well.

"My complaints are mainly to the Ministry of Welfare, but not only. I feel that my child was allegedly thrown in the place that suits him best, but that is only partially true," she emphasizes. "In an attempt to solve this we fell into a completely Kafkaesque situation because despite all the good will of all parties - each of them is turning to someone else and meanwhile there is no light on the horizon. I am very worried about his mental health as a result, and no one takes responsibility for the consequences."

She stressed that at this stage there is no solution on the horizon.

"We are not given any answers. We do not commit to anything in writing. Everything is done over the phone. I relied on the various factors but I see that it is not progressing anywhere," she says in a kind of despair.

Intermediate: "The welfare system and the education system do not know how to talk to each other"

A source in the education system in the south who is involved in the issue, also blames the welfare system and claims that this is a phenomenon.

"Time and time again the Ministry of Welfare, and the Welfare Department which is the executive arm of the ministry, move children without worrying about a place in a school," he said.

"In the State of Israel, there is a welfare system and there is an education system that they have not been able to talk to since the establishment of the state," admits Sela Azulai, founder and director of the Beiteinu community boarding school in Be'er Sheva, where Alon was absorbed.

"I tell you this as someone who has been a school principal for six years of his life. The welfare system and the education system across the country do not know how to talk to each other and this is true across the country regarding all boarding schools. "All the names until then. The Ministry of Welfare came with 7,000 children, half of whom need a solution from now until now, and then at any given moment there are tens and hundreds of children who fall like that between the chairs," he continues.

“There was a High Court, and the Supreme Court said that the place where the trainee lives is the place where the education system of the local authority will make the educational placement.

In other words, in our case, this is Beer Sheva.

But they are unable to find a place and the Ministry of Education all over the country are unable to find places.

The Ministry of Welfare and Social Security responded that "Maoz Beiteinu boarding school and the ministry's supervision are working with the Ministry of Education to place the boy in school as soon as possible and in the meantime he studies daily with a teacher from the boarding school. We are also in advanced negotiations with the Ministry of Education. "Education for the youth in the boarding school itself through a large education network."

The Be'er Sheva municipality stated that "the case has been known and handled since November at the level of the Ministry of Education (Supervision of Special Education).

The Emek Hefer Regional Council stated that "the special care team of the council's education department accompanies the boy and his family for many years in assisting and finding solutions as needed. In the first months, there will be no external educational framework, and an appropriate response will be provided within the boarding school. "Children who live in seven boarding schools in the valley, in appropriate educational settings."

It was also stated that "after it became clear that the finding of the framework was delayed, and in order to help the family and the youth, inquiries were made on behalf of the Education Department in Emek Hefer, including the director of the department, to the relevant parties, please find an urgent solution. Shaul spoke with Beer Sheva Mayor Rubik Danilovich, who promised to address the issue personally.

We will continue to act as necessary so that the solution can be found quickly. "The

Ministry of Education stated:" This is a student who was placed by the welfare authorities in the boarding school under his supervision, he has not yet been placed in a school that matches his needs.

The Ministry of Education is working to find a proper educational framework that will provide it with all the necessary answers to its unique needs. "
