Yuan Guoyong revealed that quarantine facilities such as the AWE Community Treatment Center and Penny's Bay Quarantine Center are already full, and he believes that it is more practical to arrange home isolation for patients with mild symptoms.

He also suggested that the government could vacate quarantine centers such as AsiaWorld-Expo to isolate unvaccinated elderly or other high-risk individuals to protect uninfected citizens.

Yuen said frankly that Hong Kong's current human resources are unable to cope with the fifth wave of the epidemic, emphasizing that the protection of the elderly and the medical system is the top priority, and therefore calls on the government to vaccinate the elderly in residential care homes as soon as possible.

He suggested that patients with mild symptoms can be referred to government outpatient clinics for medical treatment in reference to seasonal influenza, so as to reduce the pressure on the emergency department.
