After the estrangement in recent years between the UPN and the PSOE, on Thursday of last week the two formations staged what, a priori, was a victory for both.

On the one hand, UPN would vote in favor of the validation in Congress of the royal decree of the labor reform, with which the Government of Sánchez guaranteed the approval of the norm.

On the other hand, the Socialists would vote in favor of budget modifications worth 27.5 million euros in the Pamplona City Council and would give up disapproving the mayor of the capital and vice president of UPN, Enrique Maya, for some xenophobic statements in which he related crime and unaccompanied foreign minors.

After the indiscipline of the two regionalist deputies, Carlos García Adanero and Sergio Sayas, who voted against the labor reform despite their party's agreement, the pact remained, in the words of the PSN Organization Secretary, Ramón Alzórriz, in " wet paper".

It is precisely this argument that they have used on several occasions to refuse to reveal the rest of the content of the agreement.

But yesterday, however, the president of UPN, Javier Esparza, acknowledged that several more measures were agreed upon.

The most notable, the condition that the PSOE promote the development of a rule to punish those who convene public tributes to ETA prisoners when they are released, the so-called ongi etorri.

End the 'ongi etorri'

Esparza declared yesterday that “we must end once and for all with tributes to murderers when they get out of jail.

For many years, this has generated unacceptable damage for many, added damage, and what we wanted was to end this through sanctions to prevent more

ongi etorri

from being repeated in the future”.

The purpose of these public tributes is a historical vindication of the groups of victims.

In fact, on November 29, the group of ETA prisoners —EPPK for its acronym in Basque— issued a statement in which it joined that claim and called for the end of these tributes for the “pain” they cause to the prisoners. victims.

The document asked the like-minded that, henceforth, these tributes be made only in private spaces and "between relatives."

With this, they added, they intended to "relieve all suffering and open new options, heal wounds and strengthen coexistence."

That statement was not of much use because, barely a month later, at the end of December, dozens of people gathered in the Old Town of Pamplona to receive ETA member Iñaki Etxeberria, alias Mortadelo,

released after serving 25 years in prison for murdering six people.

The events provoked the complaints of the majority of the parties of the parliamentary arch.

EH Bildu distanced himself by assuring that he had been summoned by "sectors outside the abertzale left", hence the UPN's request to legislate for the application of sanctions to the summoners.

Finally, aside from other measures that were subject to future negotiations, UPN and PSOE agreed on two other actions with a local impact: removing the train tracks from the center of Tudela, a consistory led by Alejandro Toquero, a member of the UPN Executive;

and negotiate an agreement with the Ebro Hydrographic Confederation to clean the rivers.

In fact, at the moment the Pamplona City Council —also headed by Navarra Suma, a coalition in which UPN is the majority shareholder— is negotiating an agreement with the Ebro Hydrographic Confederation to speed up the cleaning of rivers and prevent floods such as those experienced in December .
