The Bank of Israel demands NIS 400,000 from counterfeiters of banknotes Israel today

According to the lawsuit, the defendants forged banknotes that are part of a unique series whose designs were selected in a public design competition.


The Bank of Israel today (Sunday) filed an intellectual property claim for NIS 400,000 against two brothers who were convicted of counterfeiting banknotes, claiming that they had infringed the bank's copyright.

The lawsuit against Or and Yoav Balulu from Ramla was filed in the Magistrate's Court in the city, following a criminal proceeding conducted against the two in which they were convicted, among other things, of forgery of money and possession of counterfeit money.

The two have long been sentenced to prison terms and fines.

According to the lawsuit, the defendants forged bills, which are part of a unique series whose designs were selected in a public design competition, held for the first time in the country.

More than 80 artists and graphic designers participated in the competition, submitting about 100 design proposals to the selection committee.

The figures on the new banknotes were chosen after the Governor of the Bank of Israel, Amir Yaron, accepted the recommendation of the Committee for the Planning of Banknotes, Coins and Commemorative Coins to honor the actions and contributions of the following poets: Natan Alterman, Leah Goldberg, Shaul Tchernichovsky and Rachel Blobstein.

In a complex and resource-intensive work process, the Bank of Israel processed the selected designs and turned them into banknotes that can be used to execute transactions in the economy, while combining means and security features.

The full rights in the design of the banknotes and sketches were transferred in full, exclusively and indefinitely to the ownership of the Bank of Israel.

In a final judgment given in the case of the defendants in the criminal proceedings, it appears that during 2018, Or Lulu operated a laboratory for forgery, issuance and sale of counterfeit banknotes at his home in Ramla.

He later contacted his brother, Yoav Balulu, to set up and operate another home forgery laboratory at his home in Ramla.

All this while grossly infringing and for the sake of greed for money the copyright of the Bank of Israel in banknotes.

The total number of transactions carried out, in the framework of which counterfeit money was distributed, amounted to NIS 660,000, with the price of a single counterfeit banknote being NIS 100, and the price of a single counterfeit banknote being NIS 200.

In these acts the defendants forged, distributed and jointly sold banknotes, and for this were convicted on the basis of their confession in the amended indictment and sentenced to imprisonment and fines.

In respect of the aforesaid, the Bank of Israel seeks to charge the defendants, jointly and severally, with the payment of a total of NIS 400,000 for their actions, as well as to bear the legal expenses.

The purpose of the lawsuit in question is to receive compensation for the violation of the rights of the Bank of Israel, which is within the scope of the realization of the Bank's rights at the civil level, detached from the criminal punishment and in addition.
