19 defendants: He Yingjie (35 years old, shipping director), Lin Bin (20 years old, student), Wu Weinan (22 years old, student), Xian Hongjun (32 years old, construction site worker), Lin Shiya (32 years old, secretary) ), Liang Zhuofeng (23 years old, construction worker), Chen Junfeng (20 years old, financial advisor), Mai Tao (25 years old, fitness center assistant), Li Wenxi (20 years old, student), Huang Yunqiao (17 years old, student), Zhang Songxi (41 years old, businessman), Liang Yingxin (30 years old, bank manager), Chen Zhenyang (32 years old, building safety director), Liu Shuhua (26 years old, web designer), Huang Qifeng (22 years old, student), Lin Xintao (21 years old, student), Zhuo Wanyi (18 years old, student), Li Jingyan (24 years old, project assistant) and Chen Yuqing (17 years old, student).

They were charged with seven counts of intent to obstruct justice, alleging that on November 18, 2019, they were in Hong Kong with Chen Langtian, Yu Guanting, Ouyang Langxuan, Leung Hauyi, Yu Zhuoxian, Leung Wai Kit, Chen Zhuolun, Tam Haoru, Zhang Jialiang, Chen Qianxing, Li Xilin, Li Guoming , Zhang Qizong, Yan Zhanxiang and Liu Gangwen, for one or a series of acts with the intent to obstruct the arrest that the Hong Kong Police Force will make.

The defendant, Chen Zhenyang, was also charged with one count of dangerous driving, alleging that he dangerously drove a van on November 18, 2019, on the Hung Hom Bypass near the Lee Shau Kee Building of the Polytechnic University.
