The five-year term that is ending, like those that preceded it, will have reminded us of the power of the “triptych of reform” which is binding on any elected President of the Republic.
Rule n° 1: what is difficult and which is not done at the beginning of the mandate, when one can rely on the legitimacy of the vote and the dynamics of the campaign, is no longer done.
Rule n° 2: for the reform to succeed - otherwise the lost opportunity will not be found -, it must have been perfectly prepared before, rather than elaborated afterwards over the course of the water.
Rule n° 3: legitimacy and preparation are nothing without good execution entrusted to managers capable of commanding, supporting, explaining, training and finally achieving the objective set for them.
