Russia is not taking part in the Munich Security Conference - but the country is still the focus.

Von der Leyen denounces Putin, but also China.

Munich – EU Commission President Ursula von der Leyen* has accused Moscow of a “blatant attempt” to rewrite the rules of the world order in view of the risk of escalation by Russian troops on the border with Ukraine.

"We are facing a blatant attempt to rewrite the rules of the international order," she said on Saturday (February 19) at the Munich Security Conference.

Von der Leyen also warned Russia again of "high costs" in the event of an invasion of Ukraine.

"If the Kremlin strikes, we can impose high costs and serious consequences on Moscow's economic interests," emphasized the head of the commission.

An attack on Ukraine could cost Russia "a prosperous future," said von der Leyen.

She also denounced an alliance between China* and Russia to enforce "might makes right".

A massive Russian troop deployment, which according to Western figures is now around 150,000 soldiers, has fueled fears of a Russian invasion of Ukraine for weeks.

Moscow denies any plans of attack and says it feels threatened by NATO.

The President of the EU Commission* also accused Russia of disregarding the United Nations Charter.

The founding treaty of the UN states that the countries “abstain from any threat or use of force directed against the territorial integrity or the political independence of a state.” Today, however, the world looks on “in disbelief, as in Europe Ground the largest troop formations since the darkest days of the Cold War will be drawn together”.

In practice, the Kremlin's policy means "stoking fear and disguising it as security concerns" and "denying 44 million Ukrainians from freely choosing their own future".

Ukrainians are "confronted with aggression and interference from outside every day".
