Waakirchen – Waakirchen has invested a lot and intends to continue doing so.

In the municipal council, this was reflected in the 2022 budget and the planned debts.

Waakirchen has invested a lot in recent years.

This does not leave the financial situation unaffected.

Debt per capita has increased significantly compared to previous years.

Some municipal councilors consider it appropriate to operate more sustainably in the future.

After the draft budget for 2022 was pre-discussed in the finance committee in mid-January, treasurer Michael Moosmair read it out at the most recent meeting of the municipal council.

This includes the administrative budget at around 12.8 million euros and the asset budget at around 8.1 million euros.

The total volume is reduced by 7.2 percent compared to 2021 and amounts to around 20.9 million.

Loan of 2.5 million euros

It is true that there are signs of additional income from tax participation this year.

However, due to the current tax force figures, the municipality does not receive any key allocations.

A significant decline in trade tax revenue in 2021 (EUR 2 million), which is expected to amount to EUR 2.5 million in 2022, is also to be coped with.

The assessment rates have remained unchanged, reported Moosmair.

Borrowing of 2.5 million euros is also planned in the 2022 budget.

Due to the numerous and sometimes extensive investments in the past financial years, after deducting the ordinary repayments, a debt level of 10.3 million euros will be reached by the end of the year (2021: 8.1 million euros).

This corresponds to a per capita debt of 1,765 euros - almost twice as much as in 2020 (918 euros).

Meanwhile, the district levy for the district of Miesbach has increased by EUR 540,000 to an estimated EUR 4.4 million.

High per capita debt in Waakirchen

Chamberlain Moosmair received a lot of praise for his work.

Alexander Mayr (CSU), himself a member of the finance committee, said he was behind the budget planning, but warned in view of the high per capita debt: "In the future we have to keep things moderate and reduce the whole thing a little again." Land sales are permanent no way for the church.

Mayor Norbert Kerkel emphasized that the budget is quite solid.

Michael Mohrenweiser (ABV) admitted that he was surprised by the high load per inhabitant, even if Waakirchen was still below the national average.

In addition, the borrowing should be seen in relation to the values created.

Photovoltaic on the roof of the fire brigade

Gisela Hölscher (FW) had the same opinion: "All projects are not castles in the air, but improvements for the community." She put hope in the treasurer that no supplementary budget would be needed.

Cornelia Riepe (Greens) was pleased that the costs for the photovoltaic system (100,000 euros) on the roof of the new fire brigade are now included in the investment plans because the municipality has a role model function.

Nevertheless, she asked to deal with the larger chunk relevant to climate protection - the heat supply in the community - in the near future.

The investments already started in 2021 include the renovation of the roof and facade of the funeral parlor in Waakirchen, the windows and doors in the entrance area of the gymnasium and the partial renovation of the old town hall of Schaftlach.

These measures should be completed this year.

In addition, the replacement for a building yard and a fire brigade vehicle is delayed due to the corona, the treasurer informed.

Investments for 2022

Planned in the wealth budget for 2022

  • the creation of the water emergency network to the municipality of Gmund,

  • the expansion of networking in the Waakirchen school building,

  • the cycle paths between Schaftlach and Piesenkam and between Schaftlach and the sports facility at the Krai,

  • the PV system for the new fire station in Waakirchen,

  • the redevelopment of the line network of the Waakirchen gymnasium settlement and

  • the redevelopment of the Michael-Schreiber-Weg property in Schaftlach.

Parts of the energy use plan are also to be implemented.

Additional funds are earmarked for property purchases.

At the end of the year, the general reserve is planned at around EUR 1.36 million.

Finally, the municipal councils unanimously approved the financial planning and the budget by-laws.
