The police investigation into the child abuse case of the "Tongleju" under the Hong Kong Society for the Protection of Children has made further progress. The Kowloon West Regional Crime Squad today (28th) arrested two more female staff of a 23-year-old and 53-year-old residential care home in Mong Kok District , suspected of abusing or neglecting a child or juvenile in his or her care.

The two arrested women have each been charged with one count of "assault against a child or juvenile in the custody" and will appear in Kowloon City Magistrates' Courts tomorrow morning (March 1).


A total of 26 people have been arrested in the case so far, and one more child victim has been involved, bringing the number to 40.

Police said they had completed viewing more than 60,000 hours of CCTV footage and did not rule out further arrests.

On December 22 last year, the police received a report from Tong Leju, claiming to have received a complaint from the public that a staff member abused children at the outdoor playground of the institution.

The police immediately launched an investigation, seized and reviewed CCTV footage, and found that some children were abused by staff members by beating, pulling their hair, slapping them, knocking children to the ground, or "burying them in walls".

Since the case involved a large number of CCTV footage, the West Kowloon Criminal Headquarters set up a special team to review more than 60,000 hours of footage.

In the incident, the police had previously arrested and prosecuted 24 staff members, all of whom were child care workers in the institution.

Nineteen of the defendants were re-arraigned at the Kowloon City Court on the 21st of this month. They were all charged with assault against a child or juvenile in their custody.

The case was adjourned to the afternoon of April 25 for retrial. Except for the 4 defendants who were not released on bail, the remaining 15 people were allowed to continue to bail on their original conditions.
