The federal government has stopped subsidies for the construction of large construction projects - bad for the district of Dachau.

But now there is a glimmer of hope from Berlin.

Dachau – District Administrator Stefan Löwl has contacted the members of parliament in Berlin because the federal government has stopped subsidies for the construction of energy-efficient construction projects.

As reported, the district would lose 20 million euros in grants for the new building of the district office and the high schools in Karlsfeld and Röhrmoos.

MdB Michael Schrodi has now responded to Löwl's letter – and is encouraging.

In letters and talks to all members of parliament, district administrator Stefan Löwl pointed out that due to the discontinuation of KfW funding, the district would be given 20 million euros in funding for the three energy-efficient planned major projects, the new construction of the district office and the construction of the two high schools in Röhrmoos and Karlsfeld, could be lost.

He is "massively worried, with all three projects being without alternative," said Löwl in an interview with the Dachauer Nachrichten in the Thursday edition.

One of the addressees of the district administrator's letters was the SPD member of the Bundestag for the constituency of Dachau and Fürstenfeldbruck, Michael Schrodi.

Schrodi reacted to the KfW funding freeze in an open letter.

“As early as November 4, 2021, the then CDU-led Ministry of Economic Affairs and the Ministry of Construction under Horst Seehofer (CSU) decided to let the KfW 55 funding expire on January 31, 2022.

Of course, this was also evident from press reports.

The enormous run on funding that followed and the application freeze were therefore not 'unexpected'.

Unfortunately, it is still not entirely clear why, despite knowing the deadline and the longer lead time for the construction projects, the funding applications were not completed and submitted before January 24th, because ultimately the application deadline was only brought forward by a week,” says Schrodi, classifying the situation .

According to a report by the news magazine "Der Spiegel", not only Union politicians are said to have been involved in the funding freeze.

There is said to have been an agreement between the Ministry of Economic Affairs, led by Peter Altmaier, and the Ministry of Finance to end the funding program in January, but not to publicize this until after the federal elections in November.

Finance Minister at the time was Schrodi's party colleague, today's Federal Chancellor Olaf Scholz.

The district of Dachau needs funding for school buildings

District Administrator Löwl, in turn, contradicts Schrodi in an interview with the local newspaper.

According to Löwl, the district could not have applied for the funding in advance for the major projects planned in the better KfW 40 standard, “because they have to be completed within three years.

Of course, you can easily plan and build a private family home in this period, but unfortunately not a high school.

That's why applications can only be submitted shortly before construction begins, and that's why it's so important for us municipalities to be able to rely on government funding programs."

In addition, the district administrator made it clear: "My hope would be that the principle in normal funding that starting measures prematurely is detrimental to funding could be suspended in the case of such time-critical projects in the field of education." necessary measures to open the KfW 40 program again until the new funding program comes, or to allow the measures to start earlier".

By the way: everything from the region is also available in our regular Dachau newsletter.

In his letter, Schrodi confirms that the new federal government will launch a new funding program for the new building as a follow-up to the previous funding and in implementation of the coalition agreement.

"This new 'climate-friendly building' program should start no later than January 1, 2023," said the SPD MP.

"For the transition," Schrodi continues, "a limited-term Efficiency House 40 new building support program with changed conditions will be launched.

This will take place promptly and will continue to apply to municipal projects such as the construction of the two high schools in the Dachau district.

The applications for this can certainly be submitted on time.”

At the end of his letter, Schrodi writes: "It is very important to the traffic light coalition to pave the way to a climate-neutral energy policy with the help of energy-efficient construction and renovation, from which the students in the future high schools in Röhrmoos and Karlsfeld will also benefit."

Words that Löwl and his district council colleagues responsible for the projects like to hear.

In his letter, the district administrator already hinted at what the situation would be like without sufficient funding.

Then the legally non-obligatory achievement of a higher energy standard is now and will be in question, according to the district administrator.

Löwl: "Against the background of the tense financial situation at all municipal levels, it must be discussed how much additional climate protection the district can afford in its construction projects."
