Not only Ukraine: "To prepare for a major immigration from Russia" | Israel today

2022-03-07T21:51:03.430Z

Estimated: The harsh sanctions on Russia's economy could lead to a wave of tens of thousands of immigrants • Expert: "Russians are more educated, but will have difficulty integrating; Ukrainians will arrive destitute - and will need rehabilitation"

In recent days, Israel has been preparing for an influx of immigrants following the war between Russia and Ukraine.

But even though most of the attention is paid to refugees from Ukraine, there are already those in Israel who are preparing plans to receive masses of immigrants - from neighboring Russia.

The sanctions imposed on Russia, the economic situation and the fear of violating the rights of the individual could bring many immigrants to Israel.

Ronen Cohen, director general of the Ministry of Immigration and Absorption, said: "There are many applications and requests for immigration visas for Jews from Russia.

There are many more applications to the Jewish Agency, and this whole event is aimed at tens of thousands of immigrants and even more.

In my opinion, there is something tectonic here, a significant demographic shift, so we are preparing accordingly - to bring them to the State of Israel and also to absorb them. "

Interior Minister Ayelet Shaked said earlier this week that "the State of Israel is preparing for a large wave of immigration. The potential in Ukraine is more than 200,000 and in Russia more than 600,000."

In the first phase, several hundred refugees from Ukraine arrived in Israel, but their flow was to increase.

Under the direction of the Minister of Immigration and Absorption, Pnina Temano-Shta, the fleeing immigrants will receive, in addition to the absorption basket, a one-time grant of approximately NIS 6,000 per immigrant, approximately NIS 11,000 for a couple and approximately NIS 15,000 per family.

In addition, the Ministry of Aliyah and Absorption rented thousands of hotel rooms in various places for temporary housing in Tel Aviv, Beer Sheva, Jerusalem and the Galilee landscape, and they will also be given a solution to emotional distress.

"We know that in Ukraine there are 500-200,000 Jews and those entitled to the Law of Return, because not everyone declares it in their census," Cohen said.

"The fact that the presidential decree leaves men aged 18-60 in Ukraine constitutes a barrier to immigration for some families - but if it is abolished there will be a greater mass of immigrants who will follow in the footsteps of family, neighbors and the community."

"There are hundreds of thousands of returnees in Ukraine and Russia. I do not believe that all those eligible will immigrate to Israel," said Dr. Roman Bronfman, an expert on Russia, a former MK and author of the book "The Million That Changed the Middle East" about immigration from the USSR.

"We can expect about 100,000 Jews from Ukraine and 250,000 Jews from Russia. These are huge numbers, and in general these are two very different increases from each other. Human capital is different. In Ukraine there are more eligible immigrants from lower economic classes, less educated, and they will come as refugees. "With nothing, with little rehabilitation capacity, and that would be a problem."

He added: "In contrast, the Russians belong to the middle class, are more educated, and their fear stems from the dwindling individual rights. They fear a state of emergency will be declared that will put them in compulsory conscription, and they will not be able to leave the country."

"A large mass of immigrants will lead to absorption problems in housing and employment, when freelancers and managers come here from Russia who I do not know how to integrate in Israel. Maybe they will try to continue their migration or work online. On the other hand, immigration from Ukraine will be lacking In a very short time. "

The Minister of Immigration and Absorption, Pnina Temano-Sheta, said: "I have declared emergency work, and the crews work day and night to provide the full envelope for the immigrants from the moment they land. We are aware of the difficulties that the immigrants come and stand by."
