Russia sets the list of countries that commit unfriendly acts against it

The Russian government has agreed to classify foreign countries and territories that commit unfriendly acts against Russia, its companies and citizens, in a measure aimed at enabling Russian companies and individuals to pay their dues in rubles to those parties.

The Cabinet press service stated that the list includes the United States of America, Canada, European Union countries, the United Kingdom, including Jersey, Anguilla, the British Virgin Islands and Gibraltar, in addition to Ukraine, Montenegro, Switzerland, Albania, Andorra, Iceland, Liechtenstein, Monaco, Norway, San Marino, North Macedonia, Japan, South Korea, Australia, Micronesia, New Zealand and Singapore. .

The aforementioned countries and territories imposed sanctions against Russia or joined it after the Russian armed forces launched a special military operation in Ukraine to protect the Donbass population.

The list was approved as part of a decree issued by Russian President Vladimir Putin on March 5 on the temporary procedure for fulfilling obligations to some foreign creditors.

According to this decree, Russian citizens, companies, the state itself, its regions and municipalities that have foreign currency obligations to foreign creditors from the list of unfriendly countries will be able to pay them in rubles. The ruble at the central bank rate on the day of payment.

The statement of the press service concluded that the new temporary measure applies to payments in excess of 10 million rubles per month or a similar amount in foreign currency.

The Cabinet also issued instructions on dealing with foreign companies from unfriendly countries.

The council said in a statement: Any company registered in Russia or a foreign company from the list of unfriendly countries must apply for permission to deal and it must contain comprehensive information about the applicant including a document on the beneficial owners of the company.

The Council added, based on the analysis of the documents received and the nature of the future agreement, a decision will be taken to approve or reject its implementation, and at the same time, a permission may be issued to conduct a transaction with an indication of the conditions for its implementation.
