The council agreed to grant Syrian Trade an advance of 73 billion Syrian pounds to supply 33,000 tons of sugar to be distributed through the electronic services card.

The council requested organizing mechanisms for providing services to citizens, reducing overcrowding, and optimizing investment for government irrigation projects, with priority given to cultivating the wheat crop, working to increase the quantities of agricultural diesel allocated for agriculture, and creating an accurate database for the various sectors to enable proper planning according to correct foundations.

The Council reviewed the memorandum of the Planning and International Cooperation Authority on tracking the implementation of the state’s investment budget until 12/31-2021, and it was emphasized that all ministries provide the authority with the required data in an accurate and timely manner in order to follow up on the investment spending of each party and the percentage of completion and prepare tracking reports in an appropriate manner.

The deliberations also stressed the importance of investment, production and service spending in revitalizing the overall national economic activity.

On the government's tendency to rely on renewable energies, which contributes to alleviating pressure and the increasing load on the electrical network, the Council approved the implementation of a photovoltaic project to generate electrical power on the roof of the Presidency of the Council of Ministers building.

In light of the council’s discussion of the results of the work and proposals of the committee charged with studying and reviewing the legal and regulatory texts related to the procedures for granting price differences in contracts concluded by public authorities, it was agreed to determine the entitlement cases of the contractor and the references concerned with granting the differences to the unimplemented parts of the projects in a manner that ensures good implementation and putting the projects into service at the appointed time.

The Council approved the completion of the rehabilitation of a number of floors in the University Heart Surgery Hospital in Damascus, and a number of priority service and development projects.
