President Yitzhak Herzog will fly to Ankara this morning (Wednesday) to meet with Turkish President Recep Tayyip Erdogan.

That the President's House and the Foreign Ministry see the visit as merely symbolic and that on the eve of Herzog's departure no Turkish gestures or practical steps on the part of Turkey to restore relations with Israel were agreed upon.



Herzog will be the first Israeli president to visit Turkey since 2007, when then-president Shimon Peres arrived in Ankara.

This will also be the first visit by a senior Israeli official to Ankara since 2008, when Prime Minister Ehud Olmert arrived for a meeting with Erdogan, who would then mediate between Israel and Syria.

One week after that visit, Operation Cast Lead in the Gaza Strip began, leading to a public outcry by Erdogan against Israel, which actually began the crisis in relations.



Herzog is expected to receive from the Turks the reception at the highest level of the diplomatic protocol, with an official ceremony, the playing of the anthems and salutes as well as a state dinner.

At the end of the meeting between him and Erdogan, the two are expected to make statements about relations between the two countries.

Tomorrow, Herzog will meet in Istanbul with representatives of the Jewish community and land back in Israel in the afternoon.

Herzog's visit comes amid statements by the Turkish president over the past year and even more so since the formation of the new government in Israel that he is interested in warming relations with Israel after an ongoing crisis of nearly 15 years.

Senior Israeli officials claim that Erdogan's remarks come against the background of the difficult economic situation in Turkey, the strained relations with the Biden administration and the strengthening of Israel's regional status following the Abrahamic agreements.



Israeli officials point out that despite much suspicion in Jerusalem of Erdogan, it was decided to accept the invitation he sent to President Herzog to visit Ankara.

In the preparatory discussions held by senior officials at the President's House and in the Foreign Ministry with Erdogan's advisers, no gestures or practical steps that Turkey will take following the visit were agreed upon, but Israeli officials do not rule out the possibility that Erdogan will take such a step at the last minute.



"This is a symbolic visit that means we are no longer in a confrontation," said a senior Israeli official.

"But it is not the return of ambassadors or the signing of agreements. The Turks know we are now taking one step in the form of the Herzog visit and then we will stop and carefully examine how they behave. Everything will be going slowly."
