Utting – For the second time, the 58 council flats in need of renovation were on the agenda of the council committee.

The decisive advantage of processing via a municipal company: No commitment to public procurement law for contract amounts below the EU threshold values ​​of up to EUR 215,000 net for supply and service contracts and up to EUR 5,282,000 net for construction contracts.


New assignment


For the refurbishment of the 58 Uttingen municipal apartments, the municipal council would have to commission the KUA as general contractor by means of a resolution.

Florian Zarbo and the Technical Director Thomas Behrendt would then take care of the entire process - from the planning to the tenders to the procurement of funds.

In contrast to a general third party taking over, the municipality is involved in all steps, since the board of directors consists of municipal councils.

According to the statute, the chairman is Mayor Florian Hoffmann.


As Zarbo explained, the municipality can also fall back on the funding opportunities of the municipal housing promotion program for the renovation of municipal properties.

There is a construction cost subsidy of 30 percent and a low-interest BayernLabo loan with a fixed interest rate of up to 30 years of currently 0.8 percent.


The KUA would handle the necessary measures as a whole and settle accounts with the community.

This is the basis for proof of use by the government of Upper Bavaria for the municipal housing promotion program.

Florian Zarbo also held out the prospect of taking over the management of the rental apartments with the KUA.


However, Zarbo could not withhold one downer from the municipal councils: the KUA is currently not in a position to take on other projects besides the completion of the Schmucker settlement.

In plain language, this means an increase in personnel when an order is placed.

The mayor and municipal council took positive note of the statements and will deal with the subject again shortly.
