The leaders of the European Union, at their current summit in France, ruled out meeting Ukraine's request for exceptional accession to the bloc.
The Associated Press quoted French President Emmanuel Macron as saying that "the European Union should send a strong signal to support Ukraine," as he put it, but at the same time he ruled out the possibility of it joining the bloc anytime soon.
Dutch Prime Minister Mark Rutte said he had told Ukrainian President Volodymyr Zelensky that Ukraine's accession to the European Union "cannot be rushed".
The Kyiv authorities had earlier urged the European Union to accept its exceptional accession to the bloc.
