Inexpensive housing: a curiosity in the Amperpark debate

Should the municipality buy a building in the planned Amperpark development area in order to be able to offer affordable living space there?

Emmering – There was no definitive answer.
The reason is a municipal law curiosity.
It is the largest housing project in town.
More than 90 apartments are to be built in eight buildings in the so-called Amperpark.
The Free Voters (FW) demand that the municipality buy one of the houses - for more than six million euros.
This should give low-income people the opportunity to find affordable housing.
The FW expect costs of around 6.3 million euros.
Almost 1.9 million euros of this could be taken over by the municipal housing promotion program.
Ten percent, i.e. around 630,000 euros, is therefore the community's own contribution.
The rest of around 3.7 million euros would have to be financed through long-term loans.
The FW expect a repayment period of 20 or 30 years.
Support came from Herbert Groß (Greens) in the meeting.
He also spoke out in favor of the purchase of the building by the municipality.
With affordable housing you can also score on the job market.
He sees the project as a cross-generational project.
A corresponding level of debt is manageable: "Emmering can afford it."

Headwind came from the CSU.
Werner Öl considers the investment disproportionate.
"Only a few would have something from it." That's why he thinks the project is irresponsible.
Mayor Stefan Floerecke (CSU) cannot get used to the project either.
According to the administration's calculations, a repayment period of 50 to 60 years is possible.
"That would be a massive burden on households for the next few decades." In addition, there are many uncertainties due to Corona and the Ukraine war.
Groß didn't want to let that stand.
Doing nothing when uncertain is not an appropriate course of action.
Five for, five against
In the vote, five committee members were in favor of the management's proposal and five against - a classic stalemate.
In fact, if there is a tie, a proposed resolution is considered rejected.
However, the administration had recommended that the elected officials refuse to purchase the building.
This means: A negative resolution proposal was rejected.
"But that does not automatically lead to approval," explains City Hall manager Markus Pree when asked.

The tie was due to one member not being able to come to the meeting.
Therefore, there were a total of ten people entitled to vote (including the mayor).
Now the motion is probably on the agenda again.
To be on the safe side, Mayor Stefan Floerecke wants to ask the municipal supervisory authority in the district office again about the exact procedure.
Better safe than sorry.
