In the EIA report submitted by the MTR earlier, it was proposed to set up a tunnel boring machine to excavate the tunnel entrance shaft in the park beside the Tung Di Wan of the private housing estate.

The deadline for submitting comments on the EIA of Tung Chung Extension expired today. Some residents near Tung Di Wan put forward a counter-proposal, believing that "opening a hole" in the middle of the house would cause nuisance, and counter-proposaling the MTR to build a tunnel near Yat Tung Village or the west of Shun Tung Road Engineering shaft.


Chen Xuefeng, a member of the Legislative Council for Hong Kong Island West of the DAB, pointed out that after understanding the opinions of Tung Chung residents, he believed that there was a consensus that the Tung Chung extension should be built as scheduled.

Chen pointed out that the Tung Chung Line already had an offside tunnel underground by Tung Diwan, and had contacted the MTR to urge the other party to minimize the disturbance to nearby residents during the construction period, including beautifying the top of the shaft and properly disposing of the mud.


The $18.7 billion Tung Chung Extension was gazetted at the end of last year and is expected to be completed in 2029.

The works involve the addition of Tung Chung East Station at a position about 2 kilometers in front of the existing Tung Chung Station, and the extension of the Tung Chung Line to the west by about 1.3 kilometers, with Tung Chung West Station as the new terminus.

Among them, the MTR has considered the use of tunnel boring machines to excavate the tunnel. As for the entrance shaft of the tunnel project, it is planned to be located near the Tung Di Wan Recreation Park, which is not within the range of the Tung Di Wan housing estate.

Some residents near Tungdiwan worried that the six-year project would cause long-term noise and air pollution, and submitted comments on the EIA report.

The submissions submitted by the residents pointed out that the building on Tung Diwan was over 20 years old, and they were worried that the underground works of the extension of Tung Chung and the construction of shafts in the leisure park would damage the foundation of the building and cause shocks. Yuan residents escaped and emergency vehicles entered various buildings, posing safety problems.

The submission also proposed an alternative plan, stating that the shaft could be relocated to Area 29A near Yat Tung Village and along Shun Tung Road, and the tunnel would be excavated from the shaft of Yat Tung Village towards Area 29A, and then connected to the current Tung Chung Station track.

Residents described in their submissions that this approach can shorten construction time and reduce construction costs.

In the MTR's EIA report, it compared three tunnel boring machines' shaft schemes for excavating tunnels.

The report pointed out that the construction of tunnel engineering shafts at Tung Chung West Station, that is, near Yat Tung Station, may affect the commissioning schedule of Tung Chung West Station, because additional land resumption is involved, and the construction risk is slightly higher; as for the west side of Shun Tung Road , that is, the construction of a shaft near the 29A area will also cause additional impact on the existing facilities of Shun Tung Road, and will also require long-term occupation of Shun Tung Road.

MPs urge MTR to minimise project impact

Yu Hankun, chairman of the Islands District Council, said that after hearing the opinions of residents near Tungdiwan, he understands that the six-year construction time will have a great impact on the nearby residents. After learning that the MTR "opens the tunnel", a roof will be installed. It is suggested that the upper roof can be greened. The mud head can also be "swayed far away" to contact residents and the MTR about the incident.

He believes that the voices of the residents need to be balanced. He pointed out that the residents of Yat Tung Village have been waiting for the extension of Tung Chung for more than ten years and do not want to delay the construction time. Take the balance.

Chen Xuefeng also pointed out that he had communicated with the residents of Tung Diwan on the Tung Chung Extension Project, and pointed out that the residents all agreed that they would support the construction of the Tung Chung Extension, but the nuisance could be reduced on the basis of construction.

He pointed out that, according to his understanding, the offside tunnel of the Tung Chung Line was already underground by the Tung Diwan side, and "you should know when you buy a property", and it "doesn't make sense" if the Tung Chung Line extension project does not connect to this place.

However, he believes that the MTR also needs to minimize the disturbance during the construction period. He hopes to start with the disposal of mud and construction methods at the construction site, reduce the site area, and take adequate protection measures. Sound insulation and dust isolation.
