In Althegnenberg, the agro-photovoltaic system is a beacon project in terms of solar energy.

There will soon be four local heating networks in Adelshofen.

These are just two examples that show: In the eight municipalities of the Mammendorf administrative community, sustainability is becoming increasingly important.

Western district - "No local politician can avoid this topic anymore," says Mammendorf's mayor Josef Heckl.

Sustainability is now also discussed for almost every measure.

And Jesenwang's town hall chief, Erwin Fraunhofer, says: "In our projects, we try to give great importance to sustainability."

The Oberschweinbach counterpart Norbert Riepl also recognizes a "constantly increasing importance".

It is not for nothing that the Energy and Environment Committee deals intensively with the topic and develops measures that are then proposed to the municipal council.

However, it is not always easy for the municipalities – be it due to legal requirements or the financial framework.

In Mittelstetten, Mayor Franz Ostermeier feels too slowed down by the 10H regulation for wind power.

In addition, sustainable measures can only be financed together with state and federal politics.

"With every new law, the financing should also be proven right away," demands Ostermeier.

Heckl complains about the often high hurdles in tenders and funding requirements, Fraunhofer mentions long approval processes, and in Oberschweinbach the monument protection department prevents the photovoltaic system on the roof of the community center in the former Spielberg monastery, which Riepl says he wants.

According to Heckl, high construction costs do the rest to make structural measures more difficult.

Nevertheless, the eight municipalities of VG Mammendorf are very active within the scope of their possibilities.

From solar power to energy-efficient construction to mobility and more, measures have been and are being implemented that serve sustainability.

In addition to the agro-photovoltaic system in Althegnenberg, there are numerous systems that make use of solar energy.

In Mammendorf, almost all municipal buildings are now being built or retrofitted with PV systems.

"We also support several open-space PV systems on Mammendorfer Flur with our land use planning," says Heckl.

There are also public PV systems in Althegnenberg (town hall, school, children's home, sewage treatment plant), Hattenhofen (new children's home), Jesenwang (children's home), Landsberied (gymnasium, children's home) and Oberschweinbach (school).

There are also numerous private facilities, as emphasized by Ostermeier for Mittelstetten.

And Franz Robeller also knows of "certainly 70 or 80 private PV systems".

Landsberied has its own subsidy pot for private investments.

Adelshofen was even considered a pioneer community when it came to solar power.

According to a ranking at the time, no municipality in the district had fed more solar energy into the public grid in 2013.

The community was even far ahead nationwide.

Further PV systems are planned for the sports center, school and children's home extension in Althegnenberg.

Likewise at the school in Jesenwang.

In Landsberied they would like to screw modules onto the roof of the village inn.

But there you are slowed down by the law.

Because the municipality is the owner and the landlord is only a tenant, the electricity may not be consumed by the municipality itself, otherwise the municipality would become an electricity trader and thus liable for tax.

"Feeding into the power grid is of no interest," says Mayor Andrea Schweitzer in view of the seven cents per kilowatt hour.

That is why there is currently only one solar system for hot water preparation on the Dorfwirt.

The local heating project in Adelshofen is on everyone's lips – also because local residents resisted the planned location of the central heating system.

Irrespective of this, Robert Bals continues to drive the project forward outside of his honorary post as mayor.

Many lines have already been laid.

But that's not the only local heating supply in the community.

Two projects were realized in Luttenwang: with a biogas plant and a wood chip heating system as the central system.

“A network is also being planned in Nassenhausen,” says Bals.

Mammendorf is hardly inferior.

There are two biogas plants there, one of which supplies the outdoor pool and several companies with heat.

There is a wood chip heating system at the old school, the community center was built with a combined heat and power plant.

Althegnenberg and Landsberied also have district heating networks.

In Jesenwang, one is to be created with the new commercial area.

In the VG it blooms everywhere.

The eight communities have numerous areas where bees and other insects can thrive.

"Our flowering meadow was implemented before the 'Save the Bees' referendum," emphasizes Norbert Riepl, head of Oberschweinbach's town hall.

His counterpart in Adelshofen, Bals, refers to numerous such areas: "These are often only small measures, but they add up to a lot."

The roadside greenery along Poststraße and Staatsstraße in Jesenwang has a similar effect.

Josef Heckl refers to Mammendorf's involvement in the "Brucker Land is blooming" project.

In addition, support is given to farmers in creating flowering meadows and to the Bund for nature conservation in building a bee hotel.

Althegnenberg is also taking part in the “Brucker Land is blooming” project.

"We also have meadow orchards," says Mayor Rainer Spicker.

In Landsberied, three eco-accounts were set up in which areas are stored that are upgraded to compensate for construction work.

wind power

One of the only two wind turbines in the district so far turns on Mammendorfer Flur.

It was the county's first ever.

Otherwise, things are looking rather bleak when it comes to wind power because of the 10H regulation – the specification states that the distance to residential buildings must be ten times the height of the wind turbine.

Development plans would have to be drawn up for wind turbines.

A cooperative from Freising is trying to build a wind turbine on the only 10H area in the district near Jesenwang.

Ziel 21 has also announced that it is the turn of a location – there probably via the development plan.

mobility

Car sharing, e-cars, e-charging stations: Many communities are also trying to support a change in mobility.

For example, Mammendorf is involved in the district's mobility stations project.

"E-car sharing is being planned," says Mayor Heckl.

Rainer Spicker in Althegnenberg also wants to set up car sharing.

"We also want to convert the vehicles at the building yard to e-cars." There are e-bike charging stations, for example, at the sports field in Jesenwang and at the Landsberied village inn.

After all, the cycle path networks have been and are constantly being expanded.

"Almost all local connections are now provided with cycle paths," says Heckl.

However, it is often not easy for the municipalities to convince the citizens of new offers.

"The Germans are very attached to their own car - especially in the country," says Hattenhofen's cycling mayor Franz Robeller.

Other measures

The eight municipalities of the VG can also take up the cause of some other measures that serve sustainability and climate protection.

The toad control system along Nassenhausener Straße is an example.

Many municipalities are converting their street lighting to LED, such as Adelshofen and Landsberied.

In Althegnenberg, the floodlights on the sports field are also to be fitted with energy-saving lights.

There are also numerous energetic renovations such as the multi-purpose hall in Mammendorf and the town halls in Althegnenberg and Jesenwang.

In Oberschweinbach, the issue of surface damage has also been addressed.

"We attach great importance to the area-saving community development," says Mayor Norbert Riepl.

The Lighthouse Project 

Consumption of land on the one hand, high power requirements on the other – there are also conflicts of interest when it comes to sustainability.

An ingenious solution can be found in the municipality of Althegnenberg: Germany's first agro-photovoltaic system.

It combines the generation of solar power through an open space system with the agricultural use of the soil below.


The project was conceived by Raphael Gaag, a student at the Friedberg vocational school.

The idea is as simple as it is ingenious.

The modules of the ground-mounted photovoltaic system are movable.

On the one hand, this helps because they can follow the position of the sun and thus increase the yield.

On the other hand, the modules can be folded up if necessary, so that the farmer can use the area for organic farming at the same time.

Last year, the project was awarded the Bayernwerk Energy Prize, which was presented by District President Maria Els.
