The savings banks Moosburg and Freising want to merge.

The Moosburg city council gave the green light for this - but there were also critical voices in the committee.

– As of June 1, Stadt- und Kreissparkasse Moosburg and Sparkasse Freising want to merge to form Sparkasse Freising Moosburg, which will then also have two locations.

Because the affected local parliaments, among other things, have to deal with the project, the bank marriage was available for a decision in the Moosburg city council on Monday.

"We are talking about a two-pillar savings bank," said Manuela Radspieler, Chairwoman of the Moosburger Sparkasse, in the committee.

She emphasized that the branch in the old town will remain and that the distance for the customer will be kept short.

Andrea Felsner-Peifer, who will be the third board member alongside Radspieler and Johann Kirsch (Chairman of the Sparkasse Freising), presented the benefits to the Moosburg City Council.

After the merger, the balance sheet total is in the middle of the Bavarian savings banks, there are advantages in loan offers and you can make significant improvements, for example in the brokerage business or in the expansion of digital offers.

Mayor admits change of heart

After the presentation, however, the city council had different views.

First, a passionate plea by Mayor Josef Dollinger (FW) was read after he had to sit at home in corona quarantine.

Dollinger expressed a change of opinion: "For a long time I couldn't get used to the idea and I campaigned for the independence of our Stadt- und Kreissparkasse Moosburg to the end.

In the course of the unification process and in numerous discussions and negotiations, I too came to the decision that my emotional motives must give way to the real circumstances.

The 2nd Mayor Georg Hadersdorfer (CSU), who was in charge of the meeting, agreed with this opinion: "This is a merger at eye level and we are on the right track." Rudolf Heinz of the Sparkasse also said for the CSU ("A magnet in our city center ") the support and saw the merger as an opportunity to position the bank for the future.

SPD Councilor Martin Pschorr also promised a merger on an equal footing, "because we have the smallest savings bank, but the highest equity ratio.

And that's a pound we can capitalize on."

Then, in the usual lively discussion of the Moosburg city council, it quickly became apparent that the vote should be close.

Alfred Wagner (Greens) spoke of a gut decision, missed merger reports and said that in his opinion the hopes of many mergers would not be confirmed.

Independence "given up without need"

"We are giving up our independence if we don't have to," warned Thomas Grundner (FW) in a passionate appeal.

SPD man Gerhard Beubl ("Our savings bank is small but nice") also spoke of a decision without necessity.

And financial officer Jörg Kästl (ÖDP) said above all no to the merger day June 1, 2022: "That is not acceptable at this point in time, without information that builds trust."

Ultimately, however, there was a majority of 14:9 votes for the merger - and with the Moosburg decision, the financial institutions now have the green light.

In Freising, the bank only has to inform the city council about the information and does not need a resolution.

In the preparations for the two-pillar savings bank, Manuela Radspieler, Johann Kirsch and Andrea Felsner-Peifer are all three to act as board members, as mentioned.

If a member leaves the company naturally, there will be two board members.

Groups are fighting for seats in the association council – no agreement yet

After the decision to merge the two savings banks in the district, it is now a question of details - including the composition of the Moosburg association councils.

One of them is the 1st mayor Josef Dollinger from the Free Voters by virtue of his office.

In the past, there were also representatives from the two strongest factions, which would be the CSU and the Greens.

After the local elections in 2020, to the dismay of the Greens, the decision was different - namely in favor of the second mayor Georg Hadersdorfer from the CSU and the free voter Thomas Grundner.

CSU man Hadersdorfer (representative Karin Linz) was undisputed on Monday.

However, the Green Michael Stanglmaier claimed second place for his parliamentary group: He proposed the member of the state parliament Johannes Becher as the association council - with the representative Verena Kuch.

Stanglmaier insisted that the two strongest factions should have access.

The opposing side argued that one is in the middle of a legislative period and that the distribution of posts is only a formality because of the merger of the savings banks.

Finally, on Monday, it was no longer possible to reach an agreement – ​​the decision was adjourned to the next meeting of the Moosburg City Council.
