new security architecture in Europe
".
Some of the diplomats at the Quai d'Orsay, who for years had witnessed the systematic failure of the overtures made by each new president, were skeptical about the possibility of a warming of relations with Vladimir Putin, who multiplied the acts of hostility towards Europe and violent actions against Russia's neighbours.

Evoking a "
deep state
" which would oppose its Russian policy, Emmanuel Macron had scolded the diplomatic corps.

I know that many of you were formed in distrust of Russia… In general, on this subject, we listen to the president and we do as usual.
