He gave no target figure.

But this Thursday afternoon, in Aubervilliers (Seine-Saint-Denis), detailing his program for the presidential election, candidate Emmanuel Macron announced that he was aiming for "full employment", within five years, s he was re-elected.

How much ?

4%?

5% 6%… "I am proactive but realistic", simply indicated, cautious, the Head of State, in front of an audience of journalists, welcoming the results obtained during his first five-year term with an unemployment rate at its lowest. for fifteen years "despite the crisis".

But what remains to be done so that the figure of 2.2 million unemployed in the fourth quarter of 2021 (excluding Mayotte), i.e. 7.4% of the population, is still based?

Emmanuel Macron has proposed a series of reforms, and in particular a new version of that of unemployment insurance, which will have to be "adapted according to the economic situation".

“We should already assess the effects of the first version of the reform before modifying it, tempers Christian de Boissieu, from the Circle of Economists.

The real test for the unemployment figures will come when we stop doing whatever it takes.

So far, the multiple aids, prolonged with the crisis in Ukraine, have made it possible to avoid the rise in unemployment or even to lower it.

Transforming Pôle emploi in France Work

The LREM candidate also announced the transformation of Pôle emploi.

Fourteen years after its creation, born of the merger between the ANPE (National Agency for Employment) and the Assedic (Association for employment in industry and commerce), the public establishment would be renamed France Travail.

"We must pool all the skills at the scale of a territory", he explained, listing for example the Pôle emploi agencies, the local missions but also the services of the regions, departments and cities. .

“There is too much segmentation of actors, (…) we need a single place, simpler, where all the skills are gathered to help the job seeker to make a skills assessment, find training and support towards the work,” said Emmanuel Macron.

Not enough to rejoice the agents of Pôle emploi, “extremely worried” by discovering the announcements of the candidate.

“These proposals are very liberal, tackle Guillaume Bourdic, of the CGT Pôle emploi.

Changes are possible, but public service missions, which have a social dimension, should not be reduced to employment support according to the needs of businesses.

I think that this project is likely to push recipients to unsubscribe.

A give-and-take RSA whose payment would be automated

Another kick in the anthill to encourage some unemployed people to resume an activity: submit the beneficiaries of the active solidarity income (RSA) to counterparties, as for the youth engagement contract, launched on March 1, where the payment of the allowance is subject to conditions.

Concretely, the candidate intends to set up an “obligation to devote fifteen to twenty hours per week” to an activity facilitating professional integration, such as training for example.

"We need a subsistence income for everyone, but we must be able to better support each and everyone, recognize their dignity, and ask them for a share of duty," he explained.

Presidential: Emmanuel Macron wishes to tighten the conditions of access to the RSA

With a major precision: this obligation will be deployed for “all those who can”.

For Gérard Cornilleau, labor market specialist, this debate “is not new”.

“He was already present during the creation of the RMI (

minimum integration income

), recalls this economist.

And it had been decided by asking the beneficiaries for certain obligations that still exist for the RSA.

1.9 million people perceive it today.

They will surely be more numerous during the next term if Emmanuel Macron is re-elected: he wishes to automate his payment.
