Berlin - In view of the escalating Ukraine conflict, the European Commission issued sanctions against Russia on February 28.

As one of Putin's former prime ministers now says, the president even seems shocked by the sanctions.

In addition to Putin, politicians, business people and Russian oligarchs are also affected.

But the latter seem to be escaping the sanctions, especially in Germany: Experts criticize the implementation of the sanctions list in this country.

Other Russian billionaires secure their wealth through letterbox companies: the Russian oligarch Usmanow is said to own several villas on Lake Tegernsee.

German authorities therefore have little opportunity to carry out the sanctions.

Financial experts criticize the German system.

Sebastian Warnemünde, an expert on politics and security issues, explained to the BR that the implementation of the sanctions in this country is often difficult: "Because we also have a time lag between what is in the commercial register and where the investments are then," argues the political adviser.

On the one hand, the problem lies in the lack of transparency.

"The effort to create transparency here is enormous," says Warnemünde.

In other European countries, this is not a problem. The Italian financial police, for example, are taking tougher action than German authorities: they can identify assets using a complex system in which various databases are compared with one another.

Here, for example, data on the place of residence of the wealthy is also compared.

Money laundering expert Konrad Duffy thinks Germany should take Italy as an example.

"The problem is that we've overslept here for the past few years," Duffy told BR.

In this country, there is therefore a lack of structures to be able to allocate assets.

Another problem: Since numerous authorities are involved in the sanctions, responsibilities between the authorities seem to be unclear in some cases.
