No major tax slumps were noticeable as a result of the pandemic, although the town hall initially had “not only health concerns, but also economic concerns”.

As a reason for the good tax revenue, Hibler cited "the good medium-sized companies" in the area.

So far there have been no major requests for deferral, "only from those who were a bit shaky before have there been requests that we are happy to comply with".

Although she is aware that the district takes on important tasks for the municipalities, a further increase in the district levy – currently 3.7 million euros – is difficult to cope with.

While Hibler saw no potential for savings in personnel costs, she promised to try to "keep the administrative and operating costs within a tolerable range".

The debts, which will amount to 12.5 million euros by the end of the year, are offset by a reserve cushion of 4.4 million euros.

Hibler dedicated part of her annual report to the current urban development plan.

The development area "Südliche Haager Straße" is progressing "faster than feared", where the district office has promised a speedy outcome of the procedure.

In addition to housing for people with disabilities, a building for BRK readiness and a clubhouse for the brass band, another kindergarten and social housing are to be built on the area that was about to be removed from the landscape protection area.

The district's housing association will build six residential units for this purpose.

In addition, apartment buildings and an underground car park are planned.

The second major project is the urban development plan for the Ranischberg, where the development is to be realized in two phases.

One wants to start with the northern part, for the southern part a solution for the connection of the construction area to Dorfener Straße must first be found.

Since the state building authority rejected the Kreisel solution favored by Markt Isen, an engineering office is working on planning approaches.

Development planning has already begun for the third large construction area in Pemming North-West.

The allocation of land to developers according to the residential land model (formerly the local model) is expected to take place at the end of 2023 or beginning of 2024.

"I am aware that traffic will increase," Hibler said of the fears of some residents.

"But remember, years ago you too were glad that you were able to purchase building land."
