The controversy concerns four islets (Khabomai, Iturup, Kunashir and Shikotan) - which the Japanese refer to as their "
northern territories
".
They were occupied in August 1945, during the last days of the Second World War, by the Red Army and this situation has since weighed on relations between the two countries which, for lack of a peace treaty, remain formally at war.
