A discounted apartment is a collective name given by the Ministry of Construction and Housing and the Israel Land Authority to a variety of housing routes in which discounted apartments are sold: target price, reduced price, price per occupant and apartment for rent.

Is there a difference between the programs?

There are differences in the discount rate on the apartment but there is no difference in eligibility.

For example, as part of the "target price", the discount rate is limited to 20% of the price of the apartment or up to the amount of NIS 300,000, whichever is lower.



There is also a difference between the programs in the execution of the lottery.

In the lottery of the "target price" route, priority is given to the disabled, and there is also a difference in the priority given to the benefit of the locals - those who want to continue living where they currently live will be given priority in purchasing an apartment in the area.



Another difference that is worth recognizing is a uniform grant of NIS 40,000 for those who choose to live in the periphery, in the "target price" and "reduced price" programs.

There is a preference for locals - what is it?

If you want to continue living where you currently live, you will be given priority in purchasing an apartment in those places.



A "local" is defined as someone who has lived in the place for the past three years or someone who lives within the jurisdiction of the authority in which the project will be built in four of the last ten years.

The Ministry of Construction and Housing receives the data of residential addresses from the Population and Immigration Authority for each of the spouses separately, according to which it defines the status of the locals.

It is important to know that this data cannot be challenged.

If I was defined as a local in Jerusalem, can I buy an apartment in Lod?

Yes, your definition as a local in certain localities does not deprive you of your right to register for lotteries in other places where you are not considered a local.

However, registering in the area where you are defined as a local increases your chances of winning in these localities.

Is it allowed to register for lotteries in several tracks?

Yes, it is allowed to register for lotteries in all tracks without distinguishing between them.

How is the lottery done?

According to the Ministry of Construction and Housing, the lottery is carried out by a computerized system, without human contact, under the management of a committee.

The lottery is held using software developed by the Ministry of Construction and Housing, which is operated on a separate lottery computer (STAND ALONE), which is not connected to an external network or the Internet, and is therefore secured at the highest levels and standards.

The lottery process takes place in a closed lottery room, in the presence of the lottery committee - it monitors, checks and seals the lottery results.

When do you get the lottery results?

At the end of the registration period and checking the correctness of the data, the lottery will be held.

At a time close to the lottery, the data will be checked once more, and after their approval, the results will be sent to the registrants by email. The lottery results will be sent in a centralized manner, even if you have registered for several lotteries.

Why is the order of the lotteries important?

You should also pay attention to the order of the lotteries when choosing the three desired localities in the registration.

This is because if you win one project, you will be removed from all your registrations for other projects, even if you were more interested in them.



For example, someone who is considering registering for lotteries in Jerusalem and Rishon Lezion, but prefers to win in Rishon Lezion, is advised to consider that the lotteries in Jerusalem will be held before the lotteries in Rishon Lezion, and thus may win in Jerusalem.

The small print

Adv. Amir Adika, head (joint) in the Real Estate and Urban Renewal Department at Tal Kadri Shamir & Co., noted that the winners should pay attention to the fine print.

"There are a number of things that winners must pay attention to such as that winners who receive an apartment will be able to rent for residential purposes only," he noted.

"There is a restriction on the sale of an apartment for five years from the date of completion of construction or seven years from the date of the lottery, whichever is earlier."



He further added that something that is important for participants to pay attention to is

the issue of funding.

According to him, the scope of the mortgage that can be obtained under the program is higher than the mortgage that can be obtained in a regular apartment and stands at up to 90% of the value of the new apartment.

"It's significant because in the free market you get 75% for a first apartment," he explained.

"However, there is one drawback - the bargaining power in subsidized mortgages is lower."
