Herrsching – The Herrsching municipal council has come a good deal closer to creating affordable housing on Mitterweg.

At the most recent meeting, the council members decided in favor of a variant with an underground car park and 26 barrier-free residential units as the basis for further proceedings.

The building committee makes further decisions.

The planning office "3+ Architects glogger.müller.blasi" in Augsburg was commissioned to plan the project back in November.

At the opening talks with local councilors in January, the construction of four houses with underground parking and two exits, as specified in the development plan for this area, was ruled out because of the high costs.

The planning office has now presented this and two other variants with only three residential buildings and with/without an underground car park.

The decision was made by a majority with six dissenting votes for the slightly more expensive model with an underground car park.


An underground car park will also be built

The committee rejected the proposal with three buildings, 21 apartments and 40 above-ground parking spaces.

"We tend to live in the parking lot here," said Norbert Kapfinger from 3+Architekten, explaining this planning variant.

There was a yes for the construction variant with the most residential units (26), the largest living space (1795 square meters) and the most parking spaces (a total of 44 in the underground car park and five above ground).

The planning office had also favored this variant as the most economical variant.

The costs for this were given as 9.4 million euros.

Variants one and two with 24 and 21 residential units would cost 8.9 and 6.9 million euros respectively.

Because of the time required for as-built surveys, soil reports and building physics work, which had to be carried out before construction began, the municipal council decided

leaving the finishing touches to the building committee later.

Especially since a change to the development plan is also necessary, for which, according to Herrsching's building authority manager Gido Finster, one has to wait six months to a year.


The apartments in Herrsching are barrier-free

In addition, the decision was unanimous for the barrier-free design of all apartments, which costs around 500 euros per apartment.

According to architect Hubert Blasi, this is “easy to implement”.

According to the specifications of the housing promotion regulations, one third of the apartments must be barrier-free, explained Finster and explained that the government of Upper Bavaria recommends making the entire property barrier-free in order to ensure long-term use by the largest possible group of people.

The committee also decided to equip two or three apartments with wheelchair access.

The rental costs for the planned housing project have not yet been determined and will be determined by the municipality.


What council members say about the project

Municipal councilor Anke Rasmussen (Greens) was bothered by the high costs of the underground car park.

She advised to exceptionally deviate from the parking space regulations and create fewer parking spaces because people lived in the building anyway who could not afford two cars.

Gertraud Köhl (Greens) can also imagine an adjustment to the parking space regulations due to the good infrastructure with work and childcare in Herrsching.

Such a deviation can only be justified with a plausible mobility concept, explained Finster.

Gerd Mulert (Greens) can imagine that it is possible to show parking spaces elsewhere.

Parking spaces are always free on Mitterweg, he said.

Mayor Christian Schiller disagreed.

In the densely populated area there are "massive problems" with parking vehicles.

"No friend of underground garages" is Dr.

Rainer Guggenberger (citizens' association), however, sees this as necessary in the event of development.

Also Christiane Gruber (citizens' association), who spoke out in favor of the variant with an underground car park and sees the quality of living at risk with above-ground parking spaces.

Second Mayor Christina Reich also sees that parking spaces must also be created with the residential building.

"Parking is haphazard everywhere," she explains the current situation on site.

For Thomas Bader (CSU) it is not an option to change the parking space statute for the municipal housing project.


A construction price increase is to be expected

Blasi announced that an increase in construction costs would have to be taken into account when creating living space.

This can be seen from the increased construction costs in recent years.

However, the municipality benefits from the high value of the municipal property, the mayor explained.
