Transparent to the customer: a revolution in the field of health insurance Israel today

2022-03-28T19:30:26.434Z

The reform will take effect on December 1 • In steps: a new and uniform structure for private health insurance and a ban on the sale of double insurance • "Will lead to lower prices"

The reform in the field of health insurance will enter into force on 1.12.22.

The reform includes a new structure for the health insurance market, which is based on a uniform basic health policy, which includes coverage for transplants and special treatments abroad, out-of-basket medicines and surgeries abroad.

This policy will be the first policy to be marketed to the insured, and will constitute the basic first tier of all health insurance at the private tier.

Above it, a variety of additional policies will be marketed.

Marketing the basic policy first will ensure that the insured in health insurance will be covered against cases where he may face a high financial expense, sometimes in the amount of millions of shekels, which will be required to allow him to finance private medical care when needed.

The Capital Market Authority says that the uniform policy will allow insurance companies to compete on the price of the basic product.

As part of the reform, the sale of a health policy other than to an insurance applicant who has an individual policy that provides him with similar insurance coverage (double insurance) is prohibited.

At the same time, the possibility was opened to "upgrade" existing products for insured persons who would not want to cancel the product in their possession or who would not be able to purchase a particular product for underwriting reasons.

It was also decided that discounts would be given at a fixed rate for a period of at least ten years, which would help the insurance applicant to compare the policies in the various companies.

The Authority claims that the reform will change the face of health insurance in Israel and ensure the simplification of insurance products in the fields of health.

Yoav Yonash, senior deputy chief of the capital market, told Israel Today: "For the first time, it will be possible to obtain a clear map of what is sold through all insurance companies, while separating uniform conditions. It will also be possible to expand coverage. Complementary measures are being added, such as a ban on the sale of double insurance. "

Regarding the sanctions that will be imposed on those who sell double insurance, he said: "We are a legislative body and carry out enforcement. We have issued fines in the amount of NIS 10 million in the field in the context of poor insurance. We have the ability to comply with these provisions."

Will the reform lower private insurance costs

?

"Of course these measures encourage competition, and we hope they will lead to a drop in prices. Need to emphasize: it is not just a matter of lowering a price, but raising awareness and the possibility of making an informed decision, ie closing a gap between what the insured thinks he purchased and what he actually purchased."

Until the reform, will the companies try to market insurance aggressively

?

"I guess they will try, we are less afraid of that. We are not afraid of the insurances that are marketed today. We call on people to make an intelligent change. Moreover, the time given is in the view that companies need to prepare for such a magnitude of reform."

The Bureau of Insurance Agents responded:

"The health care reform does not address the problem of shortage of public doctors and the need for quality private medicine. The health care reform circular contains several problems and is a difficulty for the insurance agent Family Health Trust: "But at the same time the legislature did not address the problem of the arrangement doctors, so the old arrangement law from 2016 continues to restrict the health funds and the insurance companies and causes the doctors to work under the conditions of the insurance companies."
