The head of the Russian delegation to negotiations with Ukraine, Vladimir Medinsky, revealed that Kyiv submitted a written proposal that Ukraine be a neutral and nuclear-free country.

In a statement to reporters after the start of the new round of negotiations between the Russian and Ukrainian delegations in Istanbul today, Medinsky said, "The Ukrainian delegation presented proposals that confirm his country's quest to be a neutral and nuclear-free state while abandoning the production and deployment of all types of weapons of mass destruction, including chemical and biological. and prohibition of the presence of foreign military bases and foreign forces on Ukrainian territory.

Medinsky explained that the negotiations were constructive, as we received proposals from the Ukrainian side to study them, and his position was understandably formulated to be included in the agreement to be considered in the near future with the condition of quick action and finding compromise, noting that "the possibility of reaching peace is very close."

With regard to the proposed form of the agreement between Medinsky, it is based on a drafting of an agreement and then approval by negotiators to be ratified by the foreign ministers of the two countries at the meeting, and then discussing the possibility of the heads of the two countries meeting to sign it, pointing out that the issue is not easy, especially since the meeting may be multiple Parties with the participation of states guarantors of peace and security in Ukraine.

On the possibility of a meeting between Russian President Vladimir Putin and Ukrainian President Vladimir Zelensky, the head of the Russian delegation indicated that this is possible, but in conjunction with the initialing of the treaty between Russia and Ukraine at the level of foreign ministers.

In turn, the Russian Deputy Defense Minister said in a statement after the Russian-Ukrainian talks, “These talks are turning into a practical course, and the Russian Defense Ministry based on that and with the aim of increasing mutual trust and creating appropriate conditions for continuing the talks and achieving the final goal, i.e. signing the aforementioned agreement. Military activity on the Kyiv path and the Chernigov path.

The Russian Deputy Defense Minister called on the representatives of Ukraine to fulfill obligations and agreements, especially the Geneva Convention regarding humane treatment of Russian prisoners of war, and to abandon the application and use of torture against them.
