In addition, Ukraine has agreed that under the agreement the status of the Crimean peninsula will be settled in a long-term process that will last over 15 years.

But as stated, this is only a Ukrainian proposal that is conditional on a complete ceasefire on the part of the Russians, and it is also not clear whether Ukraine will agree within its compromises regarding the separatist republics in the Donbas region.

Among the countries that the Ukrainians want to grant this guarantee: Israel, Poland, Canada, Turkey.

The Russians, although not formally responding to the proposal, have for the first time stated that they intend to significantly dilute the moves in northern Ukraine, in the Chernivtsi region and the capital Kyiv.

The Russian deputy defense minister said Russia had decided to "significantly reduce military activity in these areas," although it is unclear whether this is a tactical withdrawal for reorganization, as the Ukrainians claim has been happening for several days.

The Russian-Jewish oligarch Roman Abramovich, who reportedly was poisoned for several hours earlier this month and even temporarily lost his sight during the mediation efforts between the two parties in Kiev, also took part in today's talks in Istanbul.

Three people were killed in Mikloev by a Russian rocket, and 22 were injured.

Russia also claims to have hit a fuel depot in western Ukraine, and Russian Defense Minister Sergei Shoigu has warned that Russia will respond if NATO provides air defense systems. .
