Kempten/Swabia – With 35,235 crimes, the 2021 crime statistics of the police headquarters in Swabia South/West not only show the lowest number of cases, but also document that in the year under review, at 74 percent, the highest clear-up rate since the headquarters was founded in 2008.

Adjusted for the offenses that fall under the Aliens Act, which can only be committed by non-Germans, this figure is 32,301.

This corresponds to a decrease of 10.9 percent, according to police chief Dr.

Claudia Strößner the figures.

Although the number of cases should also be viewed in the light of the corona pandemic, this trend is still encouraging.

According to Strößner, the 2,080 civil servants in the Presidium area have “again done excellent work around the clock, 365 days a year, often under difficult conditions”.

The frequency number (HZ) is more meaningful than the case numbers for safety in a certain region.


All-time low in frequency count

This is the number of reported crimes per 100,000 inhabitants and measures the probability of becoming a victim of a crime in an area.

Here, in the protected area of ​​Swabia South/West, the value is 3,568 and is at an all-time low.

Adjusted for foreigner offences, the HZ is 3,271.

Which corresponds to a decrease of 11.2 percent.

According to Strößner, the decline is certainly also related to the pandemic and “the almost complete standstill of public life”.

Michael Haber saw it that way too.

In particular, crimes committed outdoors under the influence of alcohol fell by up to 50 percent because restaurants were closed and events were cancelled.

Although certain deployments have been eliminated due to the fight against the pandemic, the workload at the police has by no means decreased,

the police chief specified.

There was only a shift in duties.

In 2020/21 there were 471 events with 34,300 participants related to Corona.

Street and violent crime down

There were declines in both street and violent crime.

Crimes on the street fell from 5,510 to 4,541 cases, which corresponds to a decrease of 17.6 percent.

In the case of violent crime, including murder and robbery, the number of offenses fell from 1,480 to 1,103.

The clear-up rate for this crime phenomenon is above average at 90 percent, which is certainly due to the fact that the perpetrator and the victim often have a previous relationship.

According to Haber, violent crime accounts for 3.1 percent of total crime.

Crimes on the street often involve property damage, particularly to motor vehicles.

There was also an increase in bicycle thefts.

The arrow for burglary also points downwards.

A development,

which also continues with the number of burglaries.

Of the 114 burglaries registered, half were attempted.

For Haber, this is an indication that the installation of burglary protection is increasing.

Here, too, the Infection Protection Act has its share, because exit restrictions and home office are increasingly keeping people in their own rooms.


According to Haber, the Presidium is concerned about the increase in Internet crime data, often from abroad.

Crimes such as the distribution of child pornography, commercial credit fraud, cyberbullying and hate speech keep the police busy.

Despite the difficult conditions, the police were able to hold 41 prevention events in schools last year and explain to young people the criminal consequences of the careless use of electronic media.

Haber complained that cybercrime, i.e. computer sabotage, data manipulation, but also infection with blackmail Trojans, was growing steadily.

His appeal for damage minimization: keep the IT infrastructure up to date, maintain separate data backups, and do not disclose personal data on the phone or on the Internet.

Warning against legal use of cannabis

Compared to 2020, the number of drug-related crime cases also fell.

The decline was 9.8 percent, but according to Haber it does not reflect reality.

Because the large quantities of drugs seized allow a different conclusion.

The pandemic restrictions would also have to be taken into account.

"We therefore do not assume that drug-related crime has actually decreased," Haber clarified.


The Presidium is vehemently opposed to the legalization of drugs.

The consumption of cannabis is considered to be hazardous to health;

among other things, it leads to a loss of concentration or memory skills.

"We also believe that it would send the wrong signal, because it leads to lower inhibitions among young people about consuming cannabis." Haber sees the danger that the number of accidents under the influence of drugs will increase.

Such tendencies are already being observed.


There is also no recognizable decline in sexual offenses, the opposite is true, according to Haber.

The increase here is 26.4 percent.

In many cases it is about the distribution of pornographic writings.

What is striking is the proportion of children and young people who are suspects.

Surveys showed that the unreflective use of smartphones paired with typical youth developments (peer pressure, curiosity) was the cause.

Communication takes place via messenger services.

The decline in rape is encouraging.

This is around 50 percent.

Problem call center fraud

As a top priority, Dr.

Claudia Strößner the call center fraud, which is still the focus of fraud offenses.

The total damage is around 900,000 euros.

The number of cases is still expected to be high.

At the beginning of 2022, six completed deeds were already recorded.


Calls are made from call centers abroad to selected victims, very often seniors.

Of the 681 cases known to the police, six were successful.

In 2020/2021, the police headquarters launched another prevention campaign and is preparing another one.

As soon as you realize that there are more and more corresponding calls in a region, a) those close to you (nursing service, bank, taxi company) of the potential victims are made aware and b) public relations work is ramped up.

The fight against call center fraud has become a unique feature of the police headquarters in Swabia South/West, according to the police chief.
