Gong Renxin said that Hong Kong has been plagued by the epidemic. Although the number of infected people has slowed down recently, all walks of life have been deeply affected. Post-epidemic development still requires attention and assistance. Therefore, the council held an emergency special meeting unanimously and proposed to allocate 10 billion Hong Kong dollars to set up a special anti-epidemic fund to support the SAR government, support Hong Kong's anti-epidemic and relief.

He explained that the allocation of 10 billion yuan is used for three major areas. The first is epidemic prevention and control, including the procurement of rapid test kits, subsidizing elderly homes and institutions for the disabled, and purchasing basic epidemic prevention equipment for small restaurants and premises in Hong Kong. Donated 4.5 billion yuan.

The second is poverty alleviation and charity, including special condolences to employees of small businesses affected by the epidemic, employees of medical care, cleaning and nursing and other industries affected by the epidemic, as well as those infected by volunteer work, etc., with a total donation of 4.5 billion yuan. .

The third is the special fund, which is used for any special emergency anti-epidemic measures required by the Chief Executive in Council, involving a total donation of $1 billion.

However, Gong Renxin said reluctantly that although the Chinachem Charity Fund has assets of 300 billion yuan, it has to wait for the end of the lawsuit before making arrangements because of the lawsuit.

He said frankly: "If Chinachem Group is willing to donate 10 billion yuan to fight the epidemic, it has nothing to do with Chinachem Charity Fund. I have no problem, as long as it helps Hong Kong." Despite Gong Renxin's proposal, he and the Chinachem Charity Foundation still have no right to use Nina's estate.

As early as 2015, the Court of Final Appeal ruled that Chinachem Charity Fund is only the trustee of the estate, not the beneficiary. The fund has still not been able to tap Nina's legacy.

In 2012, the High Court approved three PricewaterhouseCoopers partners to replace Deloitte as representatives of Nina's estate, so the estate is now managed by PricewaterhouseCoopers.
