Tian Beichen put forward the third possibility, that is, Lam Cheng Yuet-ngor does not announce re-election, and at the same time, no one gets enough nominations from the electoral committee during the election nomination period. Lam Cheng’s term of office expires on June 30 and he will resign automatically.

He explained that the central government has a time limit for appointing the chief executive, but not the appointment of key officials in the SAR. Key officials, including Chief Secretary for Administration Li Jiachao, do not have to follow the chief executive to leave office.

Tian Beichen said that in accordance with Article 53 of the Basic Law, the Chief Secretary for Administration, the Financial Secretary and the Secretary for Justice will act in turn, and elections will be held within six months to elect a new Chief Executive.

He believes that this method is the most simple and legal, and does not require amendments to the Basic Law or resolutions by the Standing Committee of the National People's Congress.

Tian Beichen predicts that if there are no enough nominations for the chief executive election, there will be two possibilities of amending the Basic Law to change the term of office, or the chief executive will automatically leave office when his term expires.
