The Philippine Gaming Regulatory Authority (PAGCOR) released an investigation on Friday (25th), and Suncity’s company in Manila had been complained by nearly 30 people early last year before his arrest, and more than 450 million Hong Kong dollars in account deposits were recovered.

Zhou Zhuohua, founder of Suncity Group, nicknamed "Ximihua", was arrested in November last year and resigned as chairman and executive director of the group in early December.
It turned out that the Philippine Gaming Regulatory Authority (PAGCOR) received complaints from two groups as early as early 2021, alleging that Suncity Group Manila and Zhou Zhuohua did not refund their account deposits within a reasonable time.
PAGCOR has established a committee to investigate the incident last year and released its investigation report on Friday (25th).
The two groups, representing 29 complainants, recovered US$37.3 million (HK$292 million) and HK$160 million respectively, for a total of more than HK$450 million.
Among the 29 recoverers, 24 are Chinese nationals, and the remaining nationalities are Cambodia, the Philippines, Malaysia and Vanuatu.
The PAGCOR investigation report stated that the complaint contained sufficient evidence against Suncity Group Manila and Zhou Zhuohua, and demanded repayment within one month after receiving the order.
