Zhou Zhuohua, founder of Suncity Group, nicknamed "Ximihua", was arrested in November last year and resigned as chairman and executive director of the group in early December.

The PAGCOR investigation report stated that the complaint contained sufficient evidence against Suncity Group Manila and Zhou Zhuohua, and demanded repayment within one month after receiving the order.
