Costa Rica elects a new president and its two vice presidents on April 3 in a second-round election that faces former president José María Figueres, candidate of the center-left National Liberation party, and the economist and former Minister of Finance Rodrigo Chaves, of the conservative Social Democratic Progress party.

What positions are chosen?

Just over 3.5 million Costa Ricans, according to the Supreme Electoral Tribunal (TSE), are summoned to vote in the second presidential round, which will determine the successor to current President Carlos Alvarado Quesada, of the Citizen Action Party (PAC).

Quesada did not compete in these elections because the Constitution of Costa Rica does not allow re-election.

In this vote, the two vice presidents of the winner of the April 3 elections will also be chosen.

How to vote?

To exercise their right to vote, Costa Ricans must go to their voting center with the original ID and present it to the electoral juries.

Among the recommendations of the TSE is to check that the identity card is in good condition.

Citizens must sign the registration padron before receiving the ballots, which will be delivered open for the person to verify that they are not previously marked.

They will then have a minute and a half to mark their vote and then must fold the ballot so that the signatures of the polling station are visible.

Finally, they will deposit it in the urn.

People with disabilities can request assisted voting, either by marking the vote in front of the electoral juries or with a Costa Rican person of legal age that they trust.

They will also be able to request support products such as magnifying glasses, a mobile screen, a braille template, a non-slip template, a guide to sign, a crayon cover and chips with instructions for voting.

What is the electoral roll of Costa Rica?

According to the TSE, there are 3,541,908 people eligible to vote throughout the country.

The province with the most voters is San José with 1,157,828 authorized voters and the province with the least is the province of Limón with almost 295,000 voters.

This figure increased by 6.6% compared to the 2018 presidential elections, and 47% of the electorate – just over 1.6 million people – is between 18 and 39 years old, TSE figures show.

Who are the presidential candidates?

None of the presidential candidates in the February 6 contest achieved 40% of the valid votes to avoid a ballot.

But, former president Figueres, candidate of the National Liberation party, and former Minister of Finance Rodrigo Chaves, of the Social Democratic Progress party, reached the highest number of votes.

In the first round, Figueres won first place with an advantage of just over 10 percentage points, according to the results of the TSE.

He got 27.26%, compared to 16.70% for Chaves.

The person who assumes the Presidency of the Republic must have the support of at least 40% of the votes validly cast.

None of the February 6 options received that endorsement to be declared the winner.

In the elections of February 6, when the representatives of the Legislative were elected, a participation of 63.4% and an abstention of 36.5% was registered.

What about voting abroad?

There is an electoral register of just over 50,800 Costa Ricans eligible to vote abroad.

According to the TSE, the countries with the most registered for the elections on April 3 are the United States (35,517), Canada (1,507), Spain (1,450), Panama (1,352), Nicaragua (1,335) and Mexico (1,281).

The hours of voting abroad are from 9:00 a.m. to 7:00 p.m., local time of each consulate, according to information from the TSE.
