Miesbach – The 2022 budget brings Miesbach to its financial limits.

Actually, the county seat should save, but also invest.

A lot is coming to Miesbach.

Not just big projects, but above all a huge financial challenge: the city is preparing a record budget for 2022 – both in terms of volume and debt.

Loans of around 10.8 million are needed to balance the budget.

By 2025, the debt could rise to as much as 42 million euros - from currently just under 20 million euros.

Nevertheless, the majority of the members of the finance committee recommends that the city councilors approve the figures.


For Mayor Gerhard Braunmiller, the budget sends positive signals and clearly shows: "The city is investing in the future." Because it is above all high investment expenditure (18.2 million euros) that brings the total volume of the budget to almost 54 million euros (administrative budget 34 .1 million euros, asset budget 19.8 million euros).

Over 16 million euros for construction work

  • The city is spending 16.2 million euros on construction measures alone.

  • Of this, 4 million euros are accounted for by childcare,

  • 3.7 million euros on road construction and

  • 2.5 million euros on schools – i.e. compulsory tasks.

  • Only the conversion of the warm bath is a voluntary service, which has been on the agenda for many years.

    This year, a good 1 million euros have been earmarked for this in the budget.

Several of the construction measures should already be underway, but have not yet been implemented.

Sometimes there were no offers.

In 2021, the city did not take out the planned 7.5 million euros in credit, but even repaid more than was planned.

"The debt is not much higher than it would have been in 2021," said Alfred Mittermaier (CSU).

Instead of 28, the debt now climbs to around 29 million euros.

Up to 42 million euros in debt by 2025

For 2023, treasurer Josef Schäffler expects another loan of 10 million euros.

By 2025, he forecasts the debt to increase to 42 million euros.

A withdrawal of almost 2 million euros from the reserve is also planned for this year.

"In the future we have to concentrate on core and mandatory tasks and reduce the debt again," said Mayor Braunmiller.

This is supported by Markus Seemüller (FWG), who agreed to the figures because it was a realistic budget.

Neither the market square nor a parking deck at the ice rink or the local heating network around the town hall are included - plans that the city cannot afford.

"As realistic as the budget is, the discussions during the year are unrealistic," he criticized, for example with a view to the considerations about the museum depot.

Miesbach realizes important projects

"We have to say even harder and more clearly what works and what doesn't," stressed Michael Lechner (FWG).

He finds it incomprehensible that the city is sticking to heating for the warm bath: "We believe we can afford everything, but the development of the debt shows where that leads."

Stefan Griesbeck is not happy with this either, but warned against falling into panic mode now.

Miesbach realizes important projects.

Mittermaier believes that everything on the agenda cannot be implemented anyway, as in previous years.

Florian Perkmann (SPD) called the debt investments in the future and not dreams.

Expenditure on childcare and road construction, for example, is part of services of general interest.

"Work through one after the other," said parliamentary group spokesman Paul Fertl as a motto.

Nevertheless, the new debt is too high for him.

You have to get a little closer to reality, he said.

Mayor Braunmiller hopes for an expansion of the commercial area north in order to earn money through sales and to generate more income from trade tax through additional companies.

The plans depend on the outcome of the water protection area redesignation process.

"Hopefully that will be completed soon," said Manfred Burger (Greens).

Many other new sources of income are not in sight.

"We don't need to expect any relief from the district surcharge," Fertl made clear, with a view to the high expenditure of the district, not least for the replacement building for the district office.

Corona causes few financial problems

After all, Schäffler can count on stable tax revenues so far.

The development is even better than planned, says Braunmiller happily.

There are no major upheavals due to Corona either, he said.

  • So are 9.5 million euros trade tax revenue as well

  • 9.6 million euros in income tax and sales tax participation for 2022 included in the budget.

In the end, Fertl and Lechner refused to agree to this.

Now the councilors have to decide.
