Hanover – Does this look like a German welcome culture?

While millions of people fled the contested regions in Ukraine in the first days of the war and traveled to neighboring countries seeking protection, the wave of solidarity for refugees from Ukraine was also great in Germany - and still is.

But an incident from Hanover is currently causing irritation and shaking of heads.

The council meeting in Hanover only promised support for Kiev mayor Vitali Klitschko last Thursday, March 31, when his compatriots were received in the Lower Saxony capital with notices of charges.

As the "Hannoversche Allgemeine Zeitung" reported online on Friday, more than 800 people who had fled Ukraine in the emergency shelters on the exhibition grounds in Hanover received mail from the city.

Accordingly, they should pay 411 euros for accommodation in the accommodations.

The incident also irritates Nils Hoppe, professor at Leibniz University in Hanover and advisory board member of the Refugee Law Clinic.

He told the "HAZ" that the decisions had made him "somewhat speechless".

"It's a question of welcoming culture.

They often arrive with nothing on but their clothes – and the first thing they get here is a bill for 400 euros for a cot.”

It is also said that refugees from the Ukraine war, which was triggered by Vladimir Putin's invasion of the neighboring country, were asked to sign a declaration of assignment in the fee notices in order to cede their income claims to the city.

In the meantime, the city of Hanover has reacted: A spokesman for the city said that no more decisions had been issued since last Saturday.

According to the city, the background is the accommodation statute, according to which refugees in Hanover generally receive an allocation notice that assigns them accommodation.

According to the city spokesman, the fees would be paid by the social welfare office if the refugees were asylum seekers.

Assuming the costs would “actually” not result in any actual financial burden for the accommodated people – but only if they are dependent on asylum seeker benefits.

In the end, there is good news for the refugees in exhibition hall 27: According to the city, the fees would no longer be charged.

The exhibition hall is not an accommodation within the meaning of the municipal accommodation statute, it is said.

Refugees who have received a notification do not have to pay the reported amount themselves - the social welfare office will cover the costs.

Accommodation for refugees from Ukraine causes problems in Germany

While the war in Ukraine rages on, Germany is advising on a missile defense shield, Vladimir Putin is intensifying his relationship with China and Volodymyr Zelenskyy, President of Ukraine, is continuing to resist the Russian aggressors, Germany seems to be facing problems housing the refugees to stand.

The German Association of Cities therefore called for more control and support from the federal government in the distribution, registration and accommodation of war refugees from Ukraine.

Almost a million people from Ukraine are currently expected.

For them, vacant apartments would have to be made habitable again within a few months via a special program.

"That would be a very important relief," said the mayor of Kiel, Ulf Kaempfer (SPD), last Wednesday.

Meanwhile, it was perceived positively that the Federal Office for Migration and Refugees is now helping with the registration with mobile teams.

Registration – i.e. storing personal data, checking documents, taking fingerprints and creating a biometric photo – would have to take an average of 45 minutes, said City Council President and Mayor of Münster, Markus Lewe (CDU).
