Orphans fleeing the war in Ukraine are particularly in need of help.

But the federal and state governments are fighting over responsibilities.

Munich – orphans fleeing the war in Ukraine* are particularly dependent on help.

The first groups have found protection in this country.

But the federal and state governments are fighting over responsibilities.

Ukrainian orphans - Bayern warns: "It's a sheer overstrain"

When taking in Ukrainian orphans, Bavaria's Family Minister Ulrike Scharf (CSU *) warned the federal government against overburdening the youth welfare offices.

The politician criticizes the fact that the federal government also wants to treat orphans who come with caregivers as unaccompanied minors.

This means that youth welfare offices and youth welfare services are generally responsible first and have custody of the children.

"It's a sheer overkill.

You can't do it," said Scharf of the German Press Agency in Munich.

"The youth welfare offices then have to decide where the bus with 20 children and five companions is going.

It's just not practical to do that," continued Scharf.

"Our youth welfare facilities are also not designed to accommodate such a large number of minors, some of them with disabilities." Then groups would have to be separated.

This is not in the best interest of the child.

Ukraine refugees - Söder minister shoots at Anne Spiegel: It's a scandal

Federal Family Minister Anne Spiegel (Greens*) sharply accuses the federal states of ignoring the classification of orphans.

“There was a federal-state switch.

The federal states have unanimously voted against this classification.

Federal Family Minister Spiegel completely ignored this unanimous decision.

That's a scandal."

The federal government should not interfere by specifying primary responsibilities.

"It's about coordination for reasonable accommodation," said Bavaria's family minister.

Solutions would have to be found in each individual case.

The groups in Bavaria would be accommodated in regular structures together with the accompanying adults.

Ukrainian children in Bavaria: “We absolutely have to stay together”

"The children who arrive here together from a facility in Ukraine must absolutely stay together," demanded Scharf.

"They must also be able to stay together with their companions and the support staff." Spiegel had also emphasized this.

After the distribution, youth welfare offices and youth welfare would of course also come into play, said Scharf.

"Then you can determine where additional help is needed in terms of youth welfare?"

Individual institutions in the countries have already taken in groups of orphans, others are planning to do so.

The Federal Ministry for Family Affairs and the Ministry in Munich do not yet have a complete overview of the number of children staying in this country.

In some federal states there are first numbers.
