manager magazin: Mr. Hampel, you are a lawyer specializing in energy law. What have you experienced since there has been speculation in Germany about a supply freeze for Russian energy in view of the Russian invasion of Ukraine?
Christian Hampel:
So far, we have always regarded security of supply for energy in Germany as guaranteed.
In recent years, the central theme has been sustainability.
That has changed massively since the outbreak of the Ukraine war.
Businesses turn to us to clarify their rights to receive contracted quantities of gas and their obligations to their own customers in the event of a disruption.
The terrible pictures from Bucha have intensified the demand for an energy embargo. How are gas suppliers and network operators reacting to the fact that a supply freeze for Russian oil and gas is becoming increasingly likely?
The early warning level of the gas emergency plan was announced last week.
Since then, the gas suppliers have been exchanging information with the Federal Ministry for Economic Affairs and Climate Protection and the Federal Network Agency about the extent to which gas flows take place.
Some gas network operators have also already sent letters to companies independently of this.
What is in these letters?
Network operators warn companies to prepare for a gas shutdown.
In contrast to private households, public administration, the police or hospitals, gas can have priority in companies
be switched off.
They are so-called non-protected customers.
Of course, this caused a great deal of unrest in many companies.
Which companies are now being warned against rationing?
My impression is that primarily energy-intensive companies were contacted.
Exactly which ones differ from network area to network area.
Companies from the glass industry, the paper industry, wood processing, but also a cement factory and numerous companies from the chemical industry have turned to us.
From medium-sized companies to corporations.
What would gas rationing or even a shutdown mean for these operations
