Benefits such as Hartz IV recipients: Refugees from Ukraine should receive basic security from June

The federal and state governments have agreed on how the costs for refugees from Ukraine will be shared. Among other things, they should also receive the same benefits as recipients of Hartz IV.

War refugees from Ukraine are to receive basic state security from June, i.e. the same benefits as, for example, Hartz IV recipients.

The federal and state governments have agreed on this after tough negotiations.

They would then be treated on an equal footing with recognized refugees, "that is also logical," said Chancellor Olaf Scholz (SPD).

This has advantages for the war refugees: They receive higher benefits and better health care.

They also receive earlier support for integration into the labor market and have a central point of contact for their concerns in the job centers.

The municipalities, among others, had campaigned for this solution because the federal government bears the expenses for basic security.

The previous practice provides that refugees from the Ukraine as recognized war refugees are still covered by the Asylum Seekers Benefits Act according to the Residence Act - this means that they receive less money than Hartz IV recipients, among other things.

In the evening, the federal and state governments had also reached a compromise on the distribution of the costs for the care of Ukrainian war refugees.

According to Scholz, the federal government wants to support the municipalities with the costs of accommodating the refugees in the current year with 500 million euros.

Brandenburg's Prime Minister Dietmar Woidke (SPD) said that the federal government would contribute 500 million euros to the costs already incurred in the federal states in the current year.

The federal government wants to contribute 1 billion euros to the costs of integration in day-care centers or schools.

EU cuts bureaucracy for residence permits for war refugees

From the point of view of the chairman of the conference of prime ministers, Hendrik Wüst (CDU), the distribution of costs for the care of Ukrainian war refugees is “overall a reasonable compromise”.

Even if some states would have liked more support from the federal government, the focus was on finding a quick, fair solution to relieve the municipalities, said the North Rhine-Westphalian head of government after the federal-state meeting.

The European Union has decided to activate the so-called mass influx directive for the first time in order to take in war refugees from Ukraine.

This stipulates that those seeking protection do not have to apply for asylum, but first receive a residence permit for one year and are allowed to work.

An extension of up to three years is possible.

The number of Ukraine refugees in Germany is well over 300,000.

According to the Federal Ministry of the Interior, the Federal Police alone has recorded 316,453 so far.

However, Ukrainians can enter without a visa, so the actual number of those seeking protection is likely to be higher.

The federal police are currently detecting the entry of around 3,000 people from Ukraine every day.

In March, the number of new arrivals was over 15,000 per day.
