The applicable instructions in Chapter 3 relate to the requirement to scan the QR code of the premises using the "Safe Travel" mobile application, and the other 3 relate to the contravention of the requirement of wearing a mask under the Prevention and Control of Disease (Wearing of Masks) Regulation (Cap. 599I).

The FEHD stated that in order to avoid disclosing the personal information of the persons concerned, the identities of those who have been issued fixed penalty notices will not be released. Zeng Fengzhu, the chairwoman of the association, sang, and neither of them wore masks.
