The video, recorded by a resident of a resort called Xinghai Jiayuan, shows a covid-19 prevention worker hitting a corgi dog three times with a shovel.
The dog died at the scene.
In two photos posted online, the corgi is seen running after a transfer bus that is taking its owner to an isolation center.
