Deputy Chairman of the Russian Federation Council Konstantin Kosachev revealed that the United States has allocated more than 1.5 billion dollars for the implementation of biological projects in Ukraine over the past ten years.

Kosachev told the Russian RIA Novosti news agency that “the information available to Russia gives a basis for believing that in the Ukrainian biological laboratories close to Russian territory, components for biological weapons were developed in an atmosphere of complete secrecy,” revealing instructions issued by the Ukrainian Ministry of Health on February 24 for the rapid elimination of the virus. Stocks of dangerous pathogens stored in those laboratories in an effort to clean up traces of biological activities of a military nature.

Kosachev pointed to the participation of US citizens, including experts in biological weapons, as well as persons with diplomatic immunity in these projects.

Kosachev explained that funding for these programs was carried out directly within the framework of the project to counter threats to highly dangerous pathogens in Ukraine, which is being conducted by the Pentagon by 2024.
